Context:
The overall objective of the IOM project in the Maldives is to strengthen the capacity of Points of Entry (PoE) authorities in preparing for public health emergencies. This will be achieved by arranging PoE processes to reduce congestion and delays through the application of new technologies and procedures. The proposed training under this consultancy aims to enhance the capacities of PoE officials to pre-identify high-risk passengers before their arrival through passenger risk assessment practices. This will ensure that such passengers receive special attention upon arrival, thereby reducing the risk to PoE staff and other passengers.
Under the overall supervision of the Chief of Mission IOM Sri Lanka & Maldives and the direct supervision of the Senior Programme Manager – Male’, the Consultant will be responsible to design and conduct a training programme on Passenger Risk Assessment and Targeting. The incumbent will be specifically accountable for the following:
Core Functions / Responsibilities:
- Design and develop a training plan/program, including learning/training materials to be distributed to participants, covering following subject areas:
- Theoretical concepts related to threat assessment and risk management.
- Theoretical concepts related to intelligence cycle.
- Introduction to passenger risk assessment and targeting in border control context.
- Passenger data exchange systems (eg: Advance passenger Information, Passenger Name Records) and other passenger data sources.
- Application of data analysis in border management.
- Watchlist based passenger screening and targeting.
- Risk scenario/ risk profile-based passenger screening and targeting.
- International policy frameworks governing passenger risk assessment programmes.
- Accountability, transparency, and ethical concerns of traveller risk assessment and targeting programmes.
- Emerging technologies and future developments.
2. Conduct the training program designed as per above to group of officials in Male, Maldives.
Tangible & Measurable Output and Performance Indicators:
- The designed training program including the training materials are endorsed by IOM.
- Successful delivery of 2-day in-person training programme in Male to 30-35 officials.
- Timely completion of tasks assigned under the consultancy without compromising in the quality.
Required Qualifications and Experience
Education
- Master’s Degree in Migration Management, Social Science, Development Studies, Humanitarian Affairs or a related field from an accredited academic institution with three (03) years of professional experience; or
- University Degree in the above fields with five (05) years of relevant professional experience.
Experience & Abilities
- Proven track-record in designing and delivering capacity building programmes on passenger risk assessment and targeting to border control agencies/ law enforcement agencies.
- Previous experience in working for international / UN organizations.
- Excellent English Language & Communications Skills.
- Should be able travel to Maldives to deliver the trainings.
The selected candidate should be available to assume duties from August through September 2024.
