Job Purpose: Specific and multipurpose cash modalities have been the largest type of intervention funded as part of the crisis response in Lebanon, reaching both refugees and Lebanese to attain a survival level of expenditures to cover needs monthly. In Lebanon, cash assistance is a significant form of assistance delivered for both humanitarian and social protection outcomes. The assistance is provided in accordance with the 2016 Grand Bargain commitment on promoting the use and scale up of cash assistance in emergencies, as well as the IASC commitment to the new cash coordination model .

With the existence of multiple cash-related bodies created over the last several years (including the Basic Assistance WG, Food Security Sector and the Cash WG), efforts are also being initiated to review these mechanisms and make recommendations on coherence in coordination.

To strengthen the coherence, effectiveness and quality of cash assistance, an inter-agency Cash Assistance Senior Adviser is required to ,provide strategic support across the Lebanon response to promote stronger links between humanitarian cash actors and development cash mechanisms, to facilitate quality and coherent cash assistance and to promote a harmonized approach towards the use of cash assistance in the Lebanon context.

The inter-agency Cash Assistance Senior Adviser will provide strategic, technical and expert cash advice to the office of the Resident Coordinator. This position reports to the RCO Head of Office and to the Resident Coordinator directly on cash related issues. The position is administratively hosted by WFP.

Key Responsibilities (not all-inclusive, nor exhaustive):

  • Provide impartial, objective, and efficient advice on ways to promote operational priorities that are commonly identified and jointly agreed by CWG and HCT members members; prioritise specific advice on cross-sectoral approaches to cash assistance, to increase efficiency and consolidated reporting with a people-centered vision; and to provide advice on cash matters to all relevant foras and within all relevant response planning frameworks.
  • Assess the coordination structure and offer suggestions to enhance it for the Lebanon context, based on international standards; identify opportunities for harmonized approaches like common mechanisms, joint, collaborative or complementary approaches.
  • Facilitate meetings related to cash assistance in Lebanon, including the Cash Working Group. Facilitate strategic, technical and operational discussions between CWG members and relevant sector coordinators on topics related to cash assistance to ensure complementarity and alignment and avoid overlaps.
  • Monitor, analyze and report on cash developments and cash programmes in Lebanon. In liaison with the Assessment and Analysis Working Group, assess cash feasibility and market functionality as well as the coverage of assessed needs. In liaison with the Information Management Working Group, map and provide regular analysis on the delivery of cash assistance. Coordinate the development and dissemination of the cash mapping and gap analysis, as well as other analysis pieces. Promote coverage of cash assistance through information sharing and advocacy.
  • Advise and coordinate financial and programmatic risk analysis regarding cash assistance in Lebanon, as well as joint advocacy to mitigate these risks.
  • Enable a community of practice to document evidence-based practices and lessons learned and help ensure that latest cash-related findings, lessons learned and policy guidelines are incorporated into cash assistance programmes, including gender-related considerations. Develop guidance, position papers and other documents as relevant regarding the use of cash assistance in the Lebanese context. Compile evidence and support actors in producing the documentation of best practices in an efficient manner to inform interventions and contribute to regional/ global learning.
  • Engage with relevant development and social protection coordination structures (e.g. Social Protection Forum) to ensure cash assistance complements, supports or strengthens, rather than duplicates, government support.
  • Engage stakeholders including donors, international financial institutions (IFIs), government, humanitarian and development actors to enable coherence and contextualization of the Lebanon cash response, links between humanitarian and development action and nexus approaches.
  • Any other tasks related to support the leadership in coordination of cash assistance.
  • Perform any other related duties as required.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: University degree in International Development, Humanitarian Affairs, Economics, Social Sciences or a related field.

Experience: At least seven (7) years’ experience in programming and/or coordination in humanitarian and/or development settings and at least two (2) years of experience in sectoral or multi-sectoral cash programming in humanitarian or development settings. Demonstrated technical understanding of operational cash issues, challenges and concerns.

Language: Fluency in both oral and written communication in English. Knowledge of French and/or Arabic is desirable.

Required Experiences for entry into the role:

  • Experience coordinating humanitarian and development working groups on cash.
  • Experience in brokering collaborations, contributing to strategic policy direction and coordinated advocacy efforts.
  • Ability to remain impartial, uphold humanitarian principles, maintain integrity and avoid pursuing organizational or personal agendas when coordinating/ facilitating discussions.
  • Strong interpersonal, communication (verbal/written) and presentation skills and demonstrated ability to facilitate discussions, negotiate compromise and reach agreements.
  • Experience in liaising with technical as well as senior humanitarian, development actors and donors.
