International Consultant – Mapping of mental health and psychosocial support actors and services (MSPSS) in Niger/RDPP Project At International Organization for Migration

  1. Nature of consultancy:

    To enable the provision of holistic mental health assistance and psychosocial support (MHPSS) to victims of trafficking and potential victims, the consultant will support the development of a mapping of actors and services SMSPS available in Niger, in collaboration with the national mental health program (PNSM), leader of the Technical Working Group for Mental Health and Psychosocial Support (GT-SMSPS) in Niger. Furthermore, the consultant will contribute to the development of a training module on MHPSS support for migrants in vulnerable situations, particularly victims of trafficking and potential victims. This module will then be used to implement training for trainers, with a view to organizing replica training courses across Niger.

  2. Context

    As part of the assistance and protection of vulnerable migrants in Niger, the International Organization for Migration (IOM) in Niger is implementing activities under the funding of the Regional Development and Protection Program for North Africa (RDPP NA) Phase VI , one of the axes of which is to strengthen assistance capacities in terms of mental health and psychosocial support (MSPSS) to victims of trafficking and potential victims.

    To achieve this objective, it is planned to carry out a mapping of this area which will provide an overview of existing responses in terms of MHPSS at the national level. to respond to coordinated support in MHPSS for victims and or potential victims of trafficking, and unaccompanied children on the move, including child victims of trafficking is necessary, IOM intends to conduct a mapping exercise to assess existing services and resources in the area of ​​MHPSS, in close coordination with the MHPSS working group and partners. Indeed, the mapping exercise will be coordinated between the stakeholders and working groups concerned in order to avoid overlaps and strengthen complementarity.

    This first-of-its-kind tool will allow service providers to more effectively meet the mental health needs of people with voice on demand across the country. It also constitutes a tool which will make it possible to identify geographical and thematic gaps, to avoid repetition and promote coordination between humanitarian and development actors involved in MHPSS. Mapping will thus facilitate the care work and allow victims of trafficking and other beneficiaries and the local community to have quality, adequate care adapted to their situation.

    In addition, tailor-made training activities will be offered to the stakeholders concerned to ensure that they have all the tools and knowledge necessary to ensure better care of people under MHPSS monitoring. This will ensure that MHPSS interventions are tailored to the needs of victims of trafficking, including children, and can provide specific and specialist support to users of MHPSS services.

In order to increase the long-term impact of the training as part of the proposed intervention and to amplify the number of MHPSS actors reached, it is planned that a training of trainers (ToT) will be developed and Implementation. A gender-balanced cohort of trainers will improve the effectiveness of the training module in the long term.

This is why these terms of reference are developed with a view to recruiting an international consultant responsible for carrying out this task.

Thus, through a workshop the consultant will integrate the amendments and observations made during the workshop, finalize the practical, operational document, usable by the different actors involved in the field of mental health and psychosocial support. [DSM1]

3.Department/Organizational Unit to which the Consultant contributes:

Under the direct supervision of the Protection Officer and colleagues from the protection unit, and in close collaboration with the [DSM2] GT SMSPS, the consultant will first:

  1. The development of a detailed work methodology;
  2. Examination and evaluation of the existing collection mechanism;
  3. Hold meetings and consultation framework with relevant stakeholders from the technical working group, PNSM, IOM;
  4. Carry out mapping using the 4WS methodology developed by the IASC/CPI
  5. Develop a training module for MHPSS services and service providers on assisting people in vulnerable situations, including victims of trafficking and children on the move
  6. Conduct two workshops including that of validating the mapping document and that of training at least 25 MHPSS service providers as a Trainer (TOT)
  7. Make recommendations regarding the use of the mapping document.
  8. Develop a training module as well as a trainer’s manual, and facilitate training of trainers for mental health care and psychosocial support for victims of trafficking, including child victims of trafficking.

EDUCATION

  • Master’s degree in psychology, mental health, social work, social sciences or other related field
  • Minimum 7 years of experience and expertise in mental health and psychosocial support in assisting people in vulnerable situations and collecting and managing data… [AM1] [DSM2] in this area

    EXPERIENCE

  • Have experience of leading or participating in humanitarian coordination bodies such as clusters or GTs
  • Have knowledge of the 4Ws methodology developed by the IASC/CPI
  • Experience in the field of human trafficking and smuggling of migrants, the protection of children on the move, and/or assistance and protection of vulnerable people
  • Having knowledge of the Nigerien legal and institutional framework for combating human trafficking is an asset
  • Have experience in conducting data collection operations
  • Having experience liaising with government authorities, other national/international institutions and NGOs is an asset
  • Experience providing technical support or capacity building interventions.

LANGUAGES

Fluency in French and English is required, knowledge of local Hausa or Zarma languages ​​is an advantage.
