5. Project Context and Scope:Project enhance the professional and socioeconomic integration of Guinean youth and foster intra-regional labor migration to support local development in Guinea

The International Organization for Migration (IOM) Guinea is seeking an experienced international consultant to contribute to two critical projects: “Support for the professional and socio-economic integration of young Guineans to mitigate the risks associated with irregular migration,” funded by The Swiss Agency for Development and Cooperation (SDC), and “Promoting intra-regional labour migration for local development in West African countries,” funded by the Italian Agency for Development Cooperation(AICS). These projects aim to enhance the professional and socioeconomic integration of Guinean youth and foster intra-regional labor migration to support local development. The consultant will be responsible for conducting a comprehensive analysis of labor migration and employment opportunities within Guinea, focusing on Conakry, Faranah, N’Zérékoré, as well as border areas such as Koundara and Boke, and will provide actionable policy recommendations to inform and guide the initiatives.

7. Category B Consultants: Tangible and measurable outputs of the work assignment

Under the overall supervision of the chief of mission and the direct supervision of the Programme Manager LMI and work closely with the IOM team and relevant stakeholders throughout the project, the International Consultant (Migration development and youth employment) is expected to to contribute to two critical projects: “Support for the professional and socio-economic integration of young Guineans to mitigate the risks associated with irregular migration,” funded by The Swiss Agency for Development and Cooperation (SDC), and “Promoting intra-regional labour migration for local development in West African countries,” funded by the Italian Agency for Development Cooperation(AICS) project LM.0516 as follow:

8. Category B Consultant hired to deliver a report on a four (4) instalment payment basis:

The consultancy aims to deliver the following:

  • First Deliverable : inception report for Market Study and Labor Migration Analysis in Guinea and a detailed inception report by email (First instalment payment 30% by 1 September 2024)
  • Second Deliverable : Submission of final market study and labor migration analysis with policy recommendations and strategies deliverable and Organize workshops on Study Results (Second instalment payment 50% by 25th September 2024)
  • Third Deliverable : Training for key actors in migration and development (deliverable by 15th October) and Final Report approved by Progam Manager at the end of the consultancy – (deliverable by email by 15 October 2024)– (Third instalment payment 20% by 20 th October 2024).

OBJECTIVES

Conduct Market Study and Labor Migration Analysis in Guinea

  • Conduct a market study on employment and professional opportunities in Conakry, Faranah, and N’Zérékoré.
  • Analyze labor migration patterns and their impact on local development, focusing on Koundara and Boke.
  • Provide detailed insights into economic opportunities, skill requirements, and challenges faced by job seekers and employers.
  • Inform professional training centers (Type A/B) and other stakeholders about market needs and trends.
  • Develop actionable recommendations based on the market study to enhance national policies on labor migration and employment.
  • Propose strategies to better align training programs with labor market needs and improve policy frameworks in line with the Guinean Employment Policy 2024.
  • Submit a detailed report with policy recommendations and strategies.

    Workshop on Study Results

  • Organize and facilitate workshops to present and discuss the findings of the market study and labor migration analysis.
  • Engage stakeholders such as training centers, the private sector, job seekers, and other relevant parties.

    Training for key actors in migration and development

  • Develop and Deliver two trainings for stakeholders and related institutions on labor migration and migration and development.

SCOPE OF WORK

a. Data Collection:

  • Conduct primary and secondary research to gather data on employment opportunities, skill gaps, and market trends in Conakry, Faranah, and N’Zérékoré.
  • Analyze labor migration patterns and their effects on local economic development, with a focus on Koundara and Boke.
  • Engage with employers, training centers, and job seekers to collect relevant data.

b. Analysis:

  • Identify trends, opportunities, and challenges in the labor market.
  • Assess the alignment of training programs with market needs.
  • Examine the impact of labor migration on employment and local development.

c. Preparation:

  • Develop an agenda and presentation materials for the workshop based on the study findings.
  • Coordinate logistics including venue, invitations, and materials.

Reporting (Final report approved by Progam Manager at the end of the consultancy

  • Prepare a comprehensive report with findings and recommendations.
  • Include insights for improving the alignment between training programs and market demands.
  • Provide specific recommendations for Koundara and Boke based on the analysis.
  • Assess the effectiveness of the training and gather participant feedback for improvements.
  • Provide recommendations for future actions based on workshop discussions.
  1. Education, Experience and/or skills required
  2. Master’s degree in social sciences, Migration studies, Business, Economics, Statistics or related field;
  3. Minimum of 7 years relevant professional experience in migration and development, mainstreaming migration into local development, reintegration related issues;
  4. Strong background and experience in data collection and analysis;
  5. Technical expertise in assessing issues of migration and development, youth employment, and the ability to draw strong and valid conclusions;
  6. Sound knowledge of initiatives relating to migration and development in Guinea or another country from the West Africa region is a distinct advantage;
  7. Excellent oral and written communication skills and competence in basic IT packages including PowerPoint, MS Word, MS Excel and internet;
  8. Excellent Knowledge of French and English.

    10. Languages REQUIRED

    The consultant(s) is expected to be fluent in English and French.

    11. Travel required

  • The consultant may be expected to travel to Guinea (Office location) and within the countries.
  • IOM will bear the costs of all travels on duty in line with IN/6 Travel Policy.

Other:

Appointment will be subject to certification that the candidate is medically fit for appointment .

Note

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality. The consultant will be responsible for following IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
