The International Emergency Operations Coordinator plays a central role in the proper management of the French Red Cross’ humanitarian interventions internationally.
Based at headquarters, he is responsible for planning, coordinating and monitoring emergency operations, ensuring a rapid, effective and appropriate response to disasters and humanitarian crises.
Leading a team of four employees, he not only ensures their supervision, but also the development of a pool of experts who can be mobilized if necessary.
Through active monitoring, it assesses mobilization opportunities and participates in defining intervention strategies, in direct contact with field teams and partners of the International Red Cross and Red Crescent Movement.
It ensures the optimal mobilization of human, financial and material resources necessary to carry out each mission, while ensuring the quality of the actions carried out.
Its role is also to strengthen the capacities of operational teams and to actively contribute to the continuous improvement of the international crisis and emergency management cycle.
1. Supervise and lead the team of rapid deployment personnel (Rapid Response):
● Supervise a team of 4 employees at headquarters, in charge of international emergency operations. Guide their daily activities, from preparing field missions to managing interventions from headquarters.
● Promote the development of team skills by ensuring regular monitoring and annual interviews. Also ensure the cohesion and well-being of your employees.
● Participate in the management of the pool of mobilizable experts and the training of operational teams.
2. Strategic planning and response preparation:
● Ensure humanitarian monitoring and analyze alerts from different crisis contexts, assess the opportunity to deploy an emergency response and develop project proposals to obtain funding. ● In collaboration with the field teams and the Movement’s partners, participate in the strategic planning of interventions, ensuring that missions effectively respond to identified humanitarian needs.
● Supervise team briefings before their deployment to the field as well as their debriefings upon their return, ensuring constructive and relevant feedback to improve future interventions.
3. Coordination of emergency operations:
● Ensure smooth coordination between headquarters and field teams, ensuring they have access to the resources, information and support needed to carry out their missions.
● Collaborate with technical experts and operational teams to ensure that interventions meet humanitarian standards and identified priorities.
● Actively participate in the drafting and archiving of intervention plans and post-intervention reports, contributing to the capitalization of experiences and organizational learning.
4. Management of human, financial and material resources:
● Identify human, financial and material resource needs for emergency operations, and coordinate their mobilization in conjunction with the teams concerned.
● Contribute to the identification and assessment of risks related to emergency operations (security, logistics, environment) and propose mitigation measures to reduce the impact of these risks on operations and personnel. 5. Communication and accountability:
● Ensure regular liaison between field teams, headquarters, partners of the Red Cross/Red Crescent Movement, as well as donors.
● Represent the CRF at humanitarian coordination meetings.
● Provide regular reports on the progress of emergency operations, results achieved and use of resources, thus ensuring transparency and accountability to partners and donors.

Holder of a Master’s level university degree (Bac+5/7) in crisis management, international relations, humanitarian action or related field, you have:
• Proven experience in coordinating humanitarian emergency operations, with significant field experience, preferably within the Red Cross and Red Crescent Movement
• Solid management experience, with a proven ability to motivate, unite and develop multidisciplinary teams
• Excellent planning, organizational and priority management skills
• Natural leadership and ability to manage a multidisciplinary team
• Mastery of project management and humanitarian risk management tools
• Excellent communication in French and English, both written and oral
• Proactivity, initiative and ability to make proposals
