International Finance Officer At Medical Teams International

This position is responsible for providing support to country offices in accounting and financial management functions. Develops, implements and maintains accounting and financial management systems in close collaboration with HQ and Field Office finance and program teams. Provides financial management and oversight over accounting processes, including annual budget development, monitoring and control, and review of monthly financial reports for countries. Ensures compliance to Medical Teams financial policies and procedures and donor regulations and procedures; performs ongoing review of policies, systems and internal control measures including capacity building of field and headquarters accounting staff to ensure efficient and effective systems. As the finance technical point person for Unit4, build the capacity of country and HQ teams to maximize the utilization system. Travels to field program locations to support program and humanitarian staff establish strong accounting and management functions, including hands on support in large scale disaster responses.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Support Country Offices with the month-end close by reviewing the general ledgers, supporting balance sheet schedules and reconciliations.
  • Review and post transactions monthly for country offices that do not have their individual ledger (Client/Company) in the ERP.
  • Prepare the international/expatriate staff payroll monthly in collaboration with Human Resources and Country Offices and share for review and approval. Prepare and upload the international payroll journal charging payroll costs based on the time allocation provided in the timesheets. Communicate to country offices the local income tax related information.
  • Review grant proposal budgets and reports before submission to the donor, with special focus on US Federal grants.
  • Build the capacity of finance teams in Country offices on the use of the ERP. Troubleshoot and liaise with Information Systems to address issues and improve workflows.
  • Support in preparation and/or provision of schedules and documentation for external and internal audits and other government sanctioned audits. Assist in the preparation and coordination of schedules for the global statutory audit and annual A-133 audit.
  • Support country office statutory audits and donor audits/verifications.
  • Carry out financial capacity assessment of potential partners prior to any partnership and conduct regular assessments of existing partnerships.
  • Train finance and programs staff on financial management and Medical Teams policies and procedures.
  • Deployed based on sudden onset initiatives to setup accounting, internal controls and hire/train new staff and volunteers.
  • Regularly, and occasionally on short notice, travel to international field offices to train staff, provide support, conduct audits and evaluate compliance with in-country laws and requirements, as well as organization policies and procedures.
  • In collaboration with your department, work towards the implementation of Medical Teams current strategic plan and the accomplishment of the related strategic goals.

Other Duties:

  • When appropriate, incorporate the use of volunteers in daily job functions.
  • Support safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult Protection, and Harassment-Free Workplace policies.
  • Other duties as assigned.

EDUCATION, LICENSES, & CERTIFICATIONS IONS

Required:

  • Bachelors degree in Accounting, Finance, Business Administration, or closely related field.
  • Valid Passport

Preferred:

  • Hostile Environment Awareness Training (HEAT)

EXPERIENCE

Required:

  • Minimum of 3 years grant accounting, or finance related experience, preferably with a humanitarian focused INGO.

Preferred:

  • Prior experience with US Government grants and UN funding.

KNOWLEDGE, SKILLS & ABILITIES

  • Extensive knowledge of generally accepted accounting principles.
  • Understanding of indirect cost structures and cost buildup.
  • Extensive knowledge of Uniform Administrative Requirements, Cost Principles and Audit Requirements.
  • Working knowledge of US Government Grants, UN Agencies and EU Grants financial rules and regulations.
  • Demonstrated ability to prepare and analyze complex financial reports.
  • Demonstrated ability to analyze qualitative and quantitative information, and the skill to teach others to do the same.
  • Knowledge of best compliance practices and ability to design and apply such to current environment.
  • Demonstrated planning and organizational skills.
  • Ability to independently plan, organize and follow through on task.
  • Ability to work collaboratively with remote teams spread across diverse cultures and time zones.
  • Ability and willingness to travel at short notice to country programs to provide surge capacity, support.
  • Excellent verbal and written communication skills; demonstrated skills in diplomacy, training, and team building.
  • Must have the ability to consistently communicate professionally and effectively with all constituents.
  • Strong interpersonal and cross-cultural communication skills.
  • Ability to communicate effectively both verbally and in writing.
  • Knowledge of, and experience with, complex ERP/Financial Management system.
  • Advanced Excel skills, intermediate Word skills, basic PowerPoint skills.
  • Intermediate user skills with Communication software: Microsoft Outlook, Intranet, Internet, and Skype.
  • Proficient in Microsoft word processing and spreadsheet software.
