The human resources department is made up of 6 divisions:

In 2024, the HR Operational Division for International Missions covers projects in 28 countries in Latin America, Europe, the Middle East, Africa and Asia. These projects are supported by a manager of the international HR operational division, 6 HR referents and an HR administrative assistant whose objectives are to meet the HR operational needs of the missions according to 2 main axes:
- Support all managers on HR issues subject to local legislation,
- Carry out administrative management and monitoring of the expatriates’ journey and thus provide them with individual support during their mission
The post
Your main missions are as follows:
Monitoring and administrative management of employees under French law
- Participate in the recruitment of expatriates
- Participate in developing the MDM pool
- Be in charge of administrative management and support the expatriate integration process: contract, payroll, insurance, briefing/debriefing, etc.
- Ensure that staff are employed in a framework offering fair working conditions and in compliance with local legislation, MDM’s vision, values and HR principles
- Being in charge of managing the expatriate’s journey
- Ensure the proper application of policies and recommendations relating to quality of life at work and psychosocial risks
- Alert on gaps related to the implementation of HR policies and propose solutions
- Ensure the quality of reporting and monitoring indicators
HR operational support for international missions
- Participate in the development of the HR strategy and budget for each mission, monitor them in conjunction with the relevant budget owners and ensure monitoring of associated indicators
- Collaborate with head office and field managers to anticipate and support them in defining and formalizing HR needs: organization chart, job profile, etc.
- Provide support to managers on individual and collective HR management and the deployment of human resources management policies and tools
- Conduct technical recruitment interviews for HR coordinators for international missions and contribute to their evaluations
- Ensure the proper application of MDM HR policies on missions and monitor the need for adjustments to these, in line with operational objectives: weighing of national positions and positioning of positions in the function grid, recruitment process, salary policy and increase, adjustment of reference documents, etc.
- Ensure that staff are employed in a framework offering fair working conditions and in compliance with local legislation, MDM’s vision, values and HR principles
- Ensure the quality of reporting and monitoring indicators
- Support managers in managing potential conflicts within missions
- Participate in defining standardized monitoring of international missions: country file, HR planning, monthly reports, inventory of procedures in place, country sharepoint access and HR file architecture, etc.
- Carry out HR audits, actively participate in the dissemination of best practices and compliance with ethical rules
- Alert on gaps related to the implementation of HR policies and propose solutions
- Ensure data is secured in accordance with data protection policies according to local legislation and MDM entities
Coordination and monitoring of investigations
- Coordinate the monitoring of PSEA investigations that will be entrusted to you
- Support mission managers and focal points in the implementation of prevention tools
- Ensure monitoring of the complaints mechanism and respect for confidentiality
- Opportunity to be involved in the preparation of accountability reports
Active participation in change management
- In conjunction with the HR OP manager and the missions, assess and share the needs and opportunities for improvement and harmonization associated with the International HR OP scope, act as an ambassador for change and participate in the adoption effort
- Participate in the preparation of the training plan and facilitate training within the scope of the international HR OP division
- Participate in various follow-up meetings and represent MdM with internal and/or external partners.
Profile sought
- Bac+3/4 training specializing in HR
- Significant general experience in human resources, imperative
- International experience in an NGO of at least one year
- Excellent ability to work in a multicultural environment and proven ability to foster collaboration and build trust. Ability to listen actively and influence
- Knowledge and commitment to the humanitarian environment
- Ability to work autonomously, rigorously, enthusiastically and motivatedly
- Tenacity and stress resistance
- Ability to handle sensitive and confidential information with discretion and integrity
- Mastery of HRIS business software
- Proficiency in the Office suite
- Languages: Fluent written and spoken French and English essential – fluency in Spanish or Arabic is an asset

Conditions of employment
- Position to be filled as soon as possible on a fixed-term contract until July 18, 2025
- International travel to be expected over short periods (15 days on average)
- Gross monthly salary of 3,306 euros
- Status: supervisor
- Equivalent to 13th month paid in 2 installments – from 6 months of actual work seniority
- Mutual insurance (60% participation by MdM and 40% by the employee)
- 22.5 RTT / an
- 5 weeks of paid vacation / year
- Meal vouchers worth 9.00 euros (60% contribution from MdM)
- 50% reimbursement of public transport tickets
- Teleworking agreement subject to eligibility of your position: 110 days of teleworking per year (i.e. an average of 2.5 days of teleworking per week) with the obligation to work in person at least 5 days per month
