CONTEXT
The Central African Republic (CAR) is ranked among the poorest countries in the world with an estimated population of about six million inhabitants in a volatile context with the presence of armed groups that remain active. Several armed conflicts with extreme violence have shaken the country, making nearly three-quarters of the population vulnerable, enormous humanitarian needs, and problems of access to health care.
Médecins Sans Frontières (MSF) projects in CAR are in collaboration with the Ministry of Health (MoH) and the population. MSF runs several projects with the main objectives of improving health, access to health services in areas of health desert and affected by violence or emergencies. MSF also continues a capacity building program for MoH staff through the MSF Academy.
MAIN RESPONSIBILITIES
As an Intersection Advisor to Country Managers, your main objective is to advise the four MSF operational centers (sections) in CAR in the development of medical advocacy strategies to support operational and medical priorities. You may also be called upon to support the implementation of the strategies developed.
Specific tasks:
Humanitarian Analysis
- Support the identification of population health needs and humanitarian issues. Assist in the achievement of organizational objectives aimed at improving the health conditions and humanitarian situation of the target population
- Develop, lead and coordinate the collection and analysis of relevant data linked to the main operational and advocacy objectives retained with the support of the four MSF operational centers
- Analyze health financing in the country, including the structures where MSF works
- Develop and maintain fact sheets on key donors and humanitarian and development actors
Advocacy Strategy
- Review and direct, with the support of advocacy referents, the advocacy plan based on the cross-functional operational and medical priorities of the four sections and according to their lead subject.
- Organize intersection exchanges to get the advocacy messages
- Support the development and conceptualization of advocacy strategies on “user fees” and “Targeted Free” as indicated by the presidential decree. Organize intersection exchanges to have the advocacy messages
- Help develop an advocacy strategy related to stockouts or poor quality supply
- Coordinate the participation and/or representation of the four MSF operational centres in CAR in external meetings with health actors and donors, with messages agreed by the Country Managers and Medical Coordinators platform
- Ensure the coherence and continuity of MSF’s engagement with other health actors and structural donors in CAR
- Engage and liaise at local level with the World Bank, European Union, Global Fund, ECHO and other donors
- Update MSF Country Managers and Medical Coordinators on discussions held with other health actors and donors
- Collaborate with the MSF advocacy network by providing information and/or analysis
- Liaise with relevant working groups and experts (HIV, TB, malaria, sexual and reproductive health including sexual violence, family planning, safe abortion care, vaccination, nutrition etc.)
PREREQUIS
Education & Experience
- University Diploma: Public Health Studies or Humanitarian Action or Political Science; medical or paramedical profile is a strong asset
- At least 2 years of international experience with MSF is mandatory; as Advocacy Manager, Project Coordinator, Project Medical Referent, Deputy Country Manager
- Health advocacy experience and knowledge of the issues are assets
- Experience in RCA is an asset

TERMS
- Start date: March 15, 2025
- Location: Bangui (Central African Republic)
- Mobility: 30% in projects and 70% Coordination in Bangui
- Contract type: Fixed-term contract – Full time
- Contract duration: 12 months (extendable)
- Salary according to the MSF salary scale
- Contractual terms, conditions and salary will be established according to the official residence of the selected candidates and in compliance with MSF standard function and salary scales.
