Investigation Deputy Manager – North Aleppo / Syria At GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

Working within the GOAL Syria Investigation Department, the main function of the Investigation Deputy Manager (IDM) is to ensure that the investigation systems inside Syria – North Aleppo are implemented effectively.

The IDM’s workload will be to ensure that GOAL’s investigation cases follow the complete steps and reports summarised promptly, as guided by the IC. Oversee that the investigation data are properly managed and documented into the investigation record in close coordination with the team inside Syria as well as the Investigation team based in Jordan/Türkiye. Support the IC on developing and updating investigation strategies, plans and approaches. Leads and/or participates in Serious, Sensitive and Safeguarding Committee meetings. Follow up on the serious and sensitive complaint’s committees’ recommendations, including connecting with GOAL different departments to provide guidance and support to address these recommendations. A part of the role may be to coordinate with GOAL’s Partner organisations on their investigations.

Lastly the IDM will be responsible to provide and manage the Serious and Sensitive categories paying attention to accountability, CHS standards, IHL, humanitarian principles and guaranteeing that all stakeholders interviewed are dealt in a respectful, dignified manner ensuring confidentiality through all the processes.

Duties, objectives and competencies

Direct Management:

  • IDM will provide direct management of the development and implementation of the investigation cases (sensitive and serious), implementation plans.
  • IDM will manage the related teams in Syria Northern Aleppo.
  • Led on the partners investigation plan and actions taken. Report back to the Senior management to be documented in Investigation tracker and cloud.
  • Provide capacity building, technical support and training to the investigation team based in Syria.
  • Provide capacity building, technical support and training to the partners in Syria.

General Process:

  • Ensure all allegations received from the community feedback mechanism (CFM) officer are logged, segregated and entered into the investigation record in a timely manner.
  • Ensure all the steps are recorded in the investigation tracker.
  • Ensure proper records and filing of investigation data such as allegation, type of allegation, process, findings, recommendation and management of data and documents.
  • Manage the investigation information on each investigation, ensure it is logged properly with collaboration with the investigation Officer and as guided by the IC.
  • Provide technical support to GOAL’s Partners to conduct investigations in line with GOAL Syria’s standard operating procedures once requested by the line manager.

Coordination

  • Promote the investigation team’s capacity to engage with other departments in respectful and trustful ways, ensuring good communication skills.
  • Coordinate with other related departments to solve any pending issue and promote better response and effective outcomes agreed in meetings.
  • Ensure effective communication among and within GOAL investigation teams in Syria, Türkiye and Jordan.
  • Frequent communication and discussions with Programmes team to assure a common understanding of roles and responsibilities of all areas of investigations.

Reporting

  • Tailor investigation reports templates according to the donor requirement, based on specifications provided by Investigation Coordinator.
  • Draft monthly and quarterly reports for donors on areas of serious complaint investigations that clarifies the story for each case discussed and closed, with justifying any pending cases.
  • Compile and submit timely reports (weekly, monthly, or quarterly basis) to the Investigation coordinator as requested.
  • Review and provide input on standard operating procedures, memorandum, contracts and/or guidelines as needed with support from the IC.

Learning:

  • IDM will make sure of capture all gaps found during the investigation process to the related department then document it and share it with program focal points.
  • IDM will make sure all points related to specific departments are shared with the senior management for strategic program decision making.
  • IDM will draft a quarterly report for each program on learnings from investigation cases and to be raised to senior management.
  • Establish a tracker and files that include all the actions against each location that has done a wrongdoing against GOAL implementation which will support senior management to plan the location of response and develop the response at those locations.

Representation

  • IDM will represent the investigation department in North Aleppo Offices.
  • IDM will represent the cases and follow up with other departments in North Aleppo Offices.

Strategic Direction

  • Ensure all data protection standards are applied carefully within GOAL investigation process.
  • Evaluate investigation process for each year and provide effective feedback and recommendations to the IC.

Requirements (essential)

  • Bachelor’s degree in social, Humanities, Human Rights, law or other relevant fields, or any equivalent experience in investigation profession up to 3 years working in Syria North Aleppo field.
  • 3 years’ experience in humanitarian field.
  • At least 2 years’ experience in direct staff management.
  • At least 2 years’ experience in Protection, MEAL, Programme Quality and/or Programme.
  • Demonstrated ability to engage in Strategic Thinking and good knowledge of the complaints, proceeding a method of evidence handling.
  • Excellent communication and interpersonal skills, with previous experience in coordination activities.
  • Fluency in Arabic.
  • Good English Skills, Good English written, and oral competency required.
  • Strong understanding of accountability, CHS standard, humanitarian principles and IHL.
  • Commitment to beneficiary accountability, humanitarian ethics, child protection and gender.
  • Strong experience with writing and establishing reports.
  • Analytical, structured mind and experience in data analysis.
  • Demonstrated experience working with data analysis and presentation tools and programmes (Microsoft Office, CommCare, PowerBI).

Requirements (desired)

  • A higher bachelor’s degree level (such as Master or a specialised technical Degree) in a Social, Humanities, Human Rights, law field.
  • Familiarity with anti-fraud policies.
  • Certificate with CHS, Data Protection, and IHL.
  • Experience in Monitoring and evaluation, accountability, and/or internal audit functions.
  • Academic or work Experience in interviewing, negotiation, or community /social affairs.
