Org. Setting and Reporting

Responsibilities

– Effectively manages and drives UNRWA’s Enterprise Resource Planning (ERP) transformation project activities and milestones in coordination with all stakeholders such as the Digital Transformation Strategy Steering Committee (DTSSC) and ERP Transformation Steering Committee (ERPTSC). Manges the day-to-day operations of the ERPTSC secretariat and the establishment of a Technical ERP Working Group of a dedicated team of experts who will provide technical insights, guide the execution of the project, and make informed decisions. Establishes and maintains strong relationships with external partners, technology vendors, and industry experts to leverage their expertise and supports the organization’s ERP transformation project. – Conducts a comprehensive assessment and documentation of the current ERP-related business processes and workflows for each functional domain (e.g., Finance, Human Resources, Procurement, Supply Chain, Travel). This includes an in-depth analysis of the current ERP system, identifying strengths, weaknesses, and unique customizations to guide strategic improvements. – Performs thorough requirements analysis and comprehensive documentation for each functional domain of the Agency (e.g., Finance, Human Resources, Procurement, Supply Chain, Travel) beyond the current scope of the existing ERP solution. Fosters collaborative partnerships with various business departments to identify inefficiencies and strategic areas for improvement. Leads other business analysts within the team, ensuring adherence to best practices in business analysis activities. – Conducts a comparative analysis by examining and reviewing the business model and technical solutions at comparable international organizations; subsequently provides insightful recommendations of the possibility of joining an existing UN consortium. – Develops a plan and estimated timeline for the selection, procurement, contracting, preparation, and implementation of the best-suited solution for the Agency’s ERP transformation. – Develops a detailed Terms of Reference (ToR) which captures UNRWA’s ERP transformation requirements for a Request for Proposal (RFP) or piggybacking on existing contracts in cases where a suitable provider is identified from previous engagements or through known successful implementations. – Oversees and reports on the project and provides input to the donor reports for the project; manages the preparation of reports on assessments, project progress and achievements, evaluation, and lessons learned to the ERPTSC, DTSSC and other stakeholders; ensures a document repository is established and project documents are captured in a structured and timely way.

Education

An advanced university degree (Master’s Degree or equivalent) from an accredited educational institution in Information Systems, Software Engineering, Software Architecture, Computer Science, Business Analysis, or related disciplines is required.

Job – Specific Qualification

Project management and business analysis certifications such as PMP, PRINCE2, CBAP or PMI-PBA or other relevant project management and business analysis certifications is required.

Work Experience

A minimum of ten years of progressively responsible and relevant professional experience as a Project Manager and Business Analyst, preferably in ERP implementations is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. Familiarity with IT Service Management (ITSM) and IT Infrastructure Library (ITIL) frameworks, preferably with certification or tangible evidence of hands-on experience, especially within the ERP context is required. Experience in cloud-based technologies and platforms, such as Azure, reflecting the emphasis on designing and implementing cloud-native solutions in the ERP domain is required. ERP Certifications (e.g., SAP, Oracle ERP); Cloud Certifications (e.g., AWS, Azure, Google Cloud); Data Analytics and Business Intelligence Proficiency are desirable. Cybersecurity Awareness; Regulatory Compliance Knowledge (e.g., GDPR, HIPAA) and Business Process Reengineering (BPR) are desirable. Change Management Certification; Vendor-specific ERP Training and ITIL Certification are desirable. Knowledge of the mandate and mission of UNRWA as well as the cultural, political and social environment in which it operates is desirable. Special Notice

Type of Contract and duration: 1 year, project funded with the possibility of further extension subject to availability of funds and performance. The incumbent of this post will be required to travel throughout the Agency’s area of operations in the Middle East.
