Invitation for Quotations for the Development and update of the SSF Website (Ref #: SSFMR-051-C01) At Somalia Stability Fund

I) Background

The Somalia Stability Fund (SSF) is a multi-donor fund working towards a peaceful, secure, and stable Somalia.

SSF invites eligible and qualified entities (“Bidders”) to submit quotations in response to this IFQ for the Development and update of the SSF Website (Ref #: SSFMR-051-C01)

SSF intends to contract a website designer/developer, to fix and update the existing website based on diagnostics performed on the SSF Website ( www.stabilityfund.so)

The bidder will be contracted to deliver on the following among others in the month of November 2021 and beginning of December 2021

  • Investigate technical issues and security risks with current website and propose next course of action for SSF
  • Fix all technical issues and bugs, update all plugins and software (all elements need updating, architecture, PHP, DB, WordPress plugins etc.), add SSL and ensure website is highly secure – to do this, please develop a safe testing/development environment to ensure the live website doesn’t crash
  • Create a knowledge hub page where all materials, reports and/or videos and other knowledge or communication products will be housed, can be downloaded or read online
  • Breathe new life into the design of the landing page if time and budget permits (other areas can remain as they are visually)
  • Develop a user manual on how to perform content upload, system maintenance and administration to be used by a dedicated SSF or IT staff member
  • Support and maintenance: Administrative and technical support, quality control for a period of 12 months (including monitoring and updating software, WordPress plugins, PHP and database software).

Bidders are hereby invited to submit their price quotation using the attached Quotation Submission Form (FORM A) and Schedule of Requirements and Prices (FORM B) for supplying all services as described in Section III – Specifications and List of Previous similar experience and Referee List (FORM C).

Only email attachments will be accepted. No external links that include but not limited to Google Drives, OneDrive submission of proposals will be accepted. Each email submission should be within the limit of 30 MBS. Bidders can submit multiple emails if the attachments go beyond the limit of 30 MBS. Please factor this during submission of your bid and allocate adequate time before the deadline for submissions. The electronic version of the files attached within the email submission must be in non-editable PDF format. PDF files should not be password protected to be opened but should be password protected against editing

II) Bid Format

The Bidder shall include the following documents with its Bid:

  • Quotation Submission Form as per Bidding Form A of Section II;
  • A Power of Attorney/Organisation’s signing mandates clearly identifying the authorised signatory;
  • A duly completed and signed priced quotation as per Statement of Requirements and Schedule of Prices – attached as Bidding Form B of Section II and Specification Table in Section III.
  • A dully completed list of referees and previous experience – Attached as Bidding Form C
  • A copy of the Bidder’s “Anti-Bribery” Policy document;
  • A valid Business License/ Registration Certificate for Kenya;
  • A valid Tax Compliance certificate;
  • Completed integrity Statements
