Invitation for Tender for Consultancy Services At Dorcas Aid International

Dorcas Aid International Ethiopia (DAIE) is a relief and development organisation working towards transforming the lives of the poor and oppressed by promoting self-reliance through development and provision of social care and emergency assistance. Since year 2022, Dorcas has implemented a cross-border project in Moyale Ethiopia and Moyale Kenya with the objective to:

• build the capacity of local administration in ensuring access to basic services delivery for mobile and host communities.
• promote women and youth focused livelihood development.
• strengthen Cross Border Business to Business linkages.

Under objective I, the project aims to identify and elaborate the local administrations capacity gaps in offering health and education through undertaking an in-depth assessment. The findings of the survey will enable authorities to identify their strengths and weaknesses in the work and know more about right-based approach and hence to improve basic services to host and mobile populations. Similarly, it will be used to generate short-term and long-term recommendations on sector policies, program strategy and management of service delivery. Likewise, based on the feedback of the survey, manuals will be developed. These manuals can address unique challenges such as language barriers, cultural sensitivities, and resource constraints that often hinder access to quality healthcare and education. By outlining strategies for outreach, engagement, and resource allocation, the manuals enable local administrations to cater to the specific needs of marginalized populations and ensure that services are accessible to all. To this end, Dorcas wants to invite experienced and qualified consultants/ consulting firms to undertake the assessment for the cross-border area.
