3iSolution/iMMAP France is a not-for-profit organization created in Sept 2008 and registered in France as Association by law of 1901 under the name of iMMAP France and still operating legally under that name. Currently, 3iSolution/iMMAP France is working with the humanitarian and development sector in 10 different countries and have been active in more than 25 countries during the last 15 years. We have implemented more than 300 projects and have currently 150 staffs working worldwide. Our work focuses in using innovation and the technology knowledge, which is built by the private and academic sectors, so to enhance the power of information to make direct and concrete impact at the beneficiaries’ level, who are the organization that we support.

Project background:

Through this project, 3iSolution/iMMAP France aims to fill current information and capability gaps and assist public authorities in adapting their strategies to strengthen the private sector and labor market, thereby enhancing the prospects and opportunities for Iraqi youth.

3iSolution/iMMAP France partnered with both Iraqi ministry of Labour and social affairs (MoLSA), Department of employment and Vocational training developed and implemented tailored, interactive online information systems to promote labor market efficiency and stimulate private sector growth.

In tandem with these activities, 3iSolution/iMMAP France is training ministry staffin the areas of information management (IM), monitoring and evaluation (M&E), website development and maintenance.

Description of Duties

The Information Management Officer (IMO) is tasked to improve the accuracy of the data held by 3iSolution/iMMAP France and to improve and effectiveness of the distribution of materials.

The IMO will support all goals and strategies of the 3iSolution/iMMAP France programme in its work with national partners, international partners and applicable donor agencies.

The IMO will develop and maintain constant and good contacts with humanitarian partners.

Implementation and operational monitoring

  • The IMO will proactively gather information from sector partners, and government authorities which may be of use to the sector for informing decisions.
  • The IMO will identify gaps in current implementing partner participants and will engage with NGOs, humanitarian, and development organizations to restore renew or join participation in data sharing or IM support.
  • The IMO will identify barriers to information collection, collation, analysis and sharing.
  • The IMO will ensure timely preparation and generation of information products and support on information sharing and dissemination through web platforms, meetings, and training to all relevant humanitarian implementing partners.
  • The IMO will adopt appropriate existing IM tools including those available in-country (including from other sectors) and global level. As appropriate, design of data collection forms, ensuring that the purpose and use of all data collected are clear, collectable and easily collectable, highlighting where potential problems might arise; organize and manage the data input and initial analysis and presentation of data for the sector.
  • The IMO will develop standard formats for and regular output of publication of materials and statistics highlighting the humanitarian situation in-country upon request.
  • The IMO will facilitate mobile data collection from development and data management.
  • The IMO will generate statistical reports, graphs, and maps and follow up on cluster-specific trends.
  • The IMO will support new and ongoing assessments.
  • Collect and consolidate data from various partners, and prepare and submit reports on a regular basis.
  • Manage, analyze, document data and information.
  • Record, document and share coordination meeting minutes.
  • Maintain databases and provide data entry if required.
  • Follow up the development process of systems and be responsible for documentation.
  • Perform any additional task assigned by the supervisor.

Reporting / communications / representation

  • The IMO will attend periodic information management meetings with country representative to share updates on ongoing IM products and activities and promote good practices in the organization.
  • The IMO will work to build a national staff trained to be able to fulfil the information management duties assigned to him/her, through guidance, training and technical support.
  • The IMO will ensure that all support requirements of 3iSolution/iMMAP France are met in a timely and efficient manner.
  • The IMO will create or maintain the who does What Where When (4W) database and derivative products, such as maps.
  • The IMO will aggregate and maintain inter-country information for education sector partners including data needed for situation analysis, response monitoring reports and common Sector data sets, including population data disaggregated by age and sex.
  • The IMO will identify needs and gaps for the sector.

Requirements

  • Education: Graduate of an Institute or University in the field of Information Technology, Information Management, Computer Sciences or any other related field.
  • Experience:
    • At least 4 years of working experience with IM in a multi-cultural environment.
    • A minimum of 2 years of progressively responsible experience in humanitarian information management, database management, data visualization, or data analysis is required.
  • Competencies:
    • Good knowledge of related hardware and peripheral equipment.
    • Good knowledge of preparing guidelines for software systems is preferred.
    • Good technical training skills.
    • Understanding data QA/QC processes for information management is essential.
    • Good understanding of Web design.
    • Knowledge of software engineering theory and applications would be an asset.
    • Knowledge of programming theory and relational database principles.
    • Good ability in topographical map reading.
  • Soft skills:
    • Ability to coordinate with local administrators, government, NGOs working with community projects, and agencies.
    • Fluent Arabic writing and speaking is mandatory.
    • English writing and speaking is mandatory.
    • Strong analytical skills and ability to interpret and analyze data and translate it into effective information.
    • Ability to work well in a small team, operate under pressure, prioritize and deliver high-quality work within deadlines, and meet team objectives.

3iSolution/iMMAP France personnel is expected to respect principles of accountability to beneficiaries of 3iSolution/iMMAP France programs, in line with international standards while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of field projects.

  • Working conditions

National consultancy contract: $2,000/$2,200 USD
