Context & Mission

Médecins sans Frontières (MSF) is an independent humanitarian organization providing medical aid to victims of man-made or natural disasters, epidemics and endemics. Its Operational Centre in Geneva is responsible for medical assistance programmes in 24 countries.

The IT Architecture and System Expert supervises and defines the overall design of a computing system and the logical and physical interrelationships between its components. The architecture specifies the hardware, software, access methods and protocols used throughout the system.

He/She also installs, puts in production, administers, and operates ICT infrastructure means of the OCG sites from our on-premises infrastructure and manage the operations-oriented service providers for the outsourced infrastructure.

He/she participates in the optimal functioning of the systems by guaranteeing that they are constantly up to date and performing with an objective of quality, productivity, availability, and security.

He/she proposes innovative solutions and approaches that leverage our resources.

He/she’s acting as a technical referent for IS Dpmt with the lead and ownership of the Architecture aspect of the whole infrastructure.

This position implicates both a strategic view and an operational management of the architecture and system topics with close collaboration with the IT Security and Network expert.

The scope of responsibilities encompasses OCG in its whole, including HQ, field and partner offices.

Main activities

Architecture

  • Create, design, prototype, and test new technical solutions , methods, and models
  • Define the application, system, and technical architectures for significant areas of development
  • Define and enforce relevant technical procedures and standards
  • Take point in researching and developing new technical solutions
  • Oversee developing future component architecture and migration plans
  • Pro-actively promotes the need and role of technical architecture and consistency within the IS Dpmt
  • Promote and animate an IT Architecture Committee for the IS Dpmt

System

  • Is responsible for the optimal running of the systems (including HQ and Field). This includes datacenter, cloud services, mobility and remote access services, enterprise-scale messaging environments, unified communication, identity management integration, innovative end user computing solutions, PAAS, etc…
  • Keeps and overall and up-to-date view on information systems, incoming projects as well as a good knowledge of the organization
  • Configuration management: Keeps a permanent inventory and manages various components of the infrastructure
  • Follow-up and perform analysis on performances, takes measures to improve the quality, the availability or the performance of the systems.
  • Elaborates rules of use of the tools, in-line with the standards of the organization and according to the SLAs. Documents, communicates, and controls the application of those rules.
  • Proposes continuous improvement measures to optimize the technical resources of the organization and minimize the costs.
  • Licenses management: Ensures the organization is constantly up-to-date in regard to the licenses on the systems.
  • Ensures the fulfilment of OLAs/SLA’s, guarantees the availability of the systems and the business continuity
  • Technical reference: Elaborates guidelines and rules of use of the tools, in-line with the standards of the organization and according to the SLAs. Documents, communicates, and controls the application of those rules.

Support

  • Incident Management: Responds to user requests and issues that are escalated from the support team level 1-2; systematically records relevant information (tickets).
  • Solves the incidents or problems based on internal request (2nd level tickets): diagnosis, identification, formulation and follow-up of the resolution
  • Problems management: Identifies the root cause of incidents.
  • Trains and transfers competences and documentations to the support teams
  • Participates in corrective maintenance and quality improvement
  • Deploys a knowledge system based on recurrence of common errors and incident

Solution Deployment

  • Carries out the installation and the integration of new systems in the production environment following predefined general standards of practice
  • Carries out planned necessary interventions to implement solution, including installing, upgrading or decommissioning.
  • Configures hardware, software or network to ensure interoperability of system components and debugs any resultant faults or incompatibilities.
  • Proposes and supervises additional specialist resources if required.
  • Formally hands over fully operational solution to user and completes documentation recording all relevant information, including equipment addressees, configuration and performance data.
  • Proposes solutions and innovative approaches to the IT Management
  • Stays current with technological developments in systems administration technology.
  • Installs additional hardware, software or sub system components into an existing or proposed system. Complies with established processes and procedures (e.g. configuration management, release management…), considering the specification, capacity and compatibility of existing and new modules to ensure integrity and interoperability.
  • Verifies system performance
  • Ensures formal sign off and documentation of successful integration.
  • Prepares the deployment to production with project team
  • Organizes and coordinates all the actions for the deployment with the key actors
  • Validates formally that all is conformed to requirements and rules (solution and documentation)

Documentation and Test

  • Produces documents describing products, services, components, or applications to establish compliance with relevant documentation requirements.
  • Ensures that existing documents are valid and up to date: internal and those from the provider.
  • Involvement in the Change Management:
    • Attend the Change Advisory Board when needed for sharing the Infrastructure point of view on upcoming Changes
    • Support requesters during the Change Request writing
  • Ensures the good working of systems, thru regular and documented test campaigns , and yearly DRP exercises
  • Constructs and executes systematic test procedures for IT systems or customer usability requirements to establish compliance with design specifications.
  • Ensures that new or revised components or systems perform to expectation.
  • Maintains monitoring and management tools (i.e. Scripts, Procedures…).

Expertise

  • Assists the IS management team in defining the technical orientations, the strategic plan and the yearly plan of action related to the infrastructure .
  • Participates in the definition of IT roadmap and architectural choices for IT.
  • Perform regular technological watch on IT aspects.
  • For new initiatives, performs or supervises technical analyses in terms feasibility, risks, and impacts on the current systems.
  • Provides IT expertise to the members IS department and to the lines of business for the implementation of business solutions (hosting, integration, interfacing, SLA’s, contracts, etc.). Propose solutions.
  • Implements IT aspects of business solutions as part of the project teams.
  • Refers and complies to the infrastructure architect
  • Follows and optimize SLA and OLA with our partners
  • Responsible for managing the operations-oriented service providers
    • Review KPI and SLA
    • Anticipate variation of load and needs
    • Overseeing the coordination of change and problem management

Projects

  • Acts as team member/SME for applicative and infrastructure projects
  • In the frame of infrastructure improvements projects, act as project manager or technical project lead. Comply with the PM methodology in place (phasing, charters, reporting, etc…) in the IS department.
  • Formally proposes projects to improve the infrastructure. Define projects scope, approach, risks, and resources in accordance with the IT strategic plan/roadmap and the yearly Plan of Action
  • Accompanies project managers in designing the projects technical approach.

International coordination

  • Closely collaborate with the counterparts of the other Operational Centers and with the international IS management platform (ISM) to define opportunities of convergence at movement level, for example through the alignment on technological standards and global projects

Your Profile

Education & Training

  • Master’s degree in computer science
  • ITIL certification
  • Any Microsoft (Server, Intunes, MECM…), Virtualization, Architecture certification is an asset

Experience

  • 5+ years as System Engineer and/or Architecture
  • A multiple and complex international environment
  • IT project methodology
  • Microsoft ecosystem
  • Hybrid architecture (private and public cloud)
  • ITIL approach, IT process
  • ITSM Tools

Languages

  • Excellent written and oral communication skills in French and English

  • Ability to relate the goals of infrastructure and IT service delivery to business goals.
  • Extensive knowledge of data center operations, telecommunications, network engineering, data center applications, client/server computing, and production operations support.
  • Deep understanding of the interdependent relationship between infrastructure, information security and the applications/services they enable as well as the criticality of maintaining strong connections between the respective teams within IT.
  • Ability to monitor, to analyse situation and to take corrective actions.
  • Ability to participate in the planning, design and implementation of improvements regarding managed assets and services. In particular high availability and disaster recovery.

Terms of Employment

  • Full-time position 100% (40h/week)
  • Open-ended contract
  • Working place : Geneva (available to travel occasionally for intersectional meetings or field visits)
  • Ideal start date: As Soon As Possible
  • Gross annual salary: from CHF 99’192.- to CHF 113’072.- (salary commensurate with equivalent experience and internal salary grid)
