FHI 360/Philippines (www.fhi360.org) is looking for an IT Consultant under a short-term work engagement status for USAID’s TB Innovations and Health Systems Strengthening project in the Philippines.

Background:

The TB Innovations and Health Systems Strengthening (TBIHSS) Project is a 5-year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up tuberculosis (TB) and drug-resistant tuberculosis (DR-TB) prevention, detection, and treatment. TBIHSS will assist the Department of Health (DOH) in the institutionalization and positioning of the TB Medical Advisory Committee (TBMAC) as the highest body to advise on TB and DR-TB management.

The Project led the development of an electronic TBMAC or eTBMAC within the National Tuberculosis Control Program (NTP) to provide efficient support from the members of the Regional and National TBMAC to the medical frontliners using digital technology, mainly through a web-based platform interfaced with a mobile health application. This tool has already been endorsed to and accepted by DOH.

Detailed Description of Tasks to be Performed:

The main objectives of the consultancy are to review the existing system, conduct system enhancement, and revise current training materials while providing technical support to DOH-Knowledge Management and Information Technology Service (KMITS) to improve the eTBMAC application and strength the capability of KMITS to manage the platform.

The primary role of this position is to assist DOH-KMITS in the eTBMAC system enhancement and its implementation and conduct of other related activities.

The Information Technology (IT) Consultant is responsible for the following task/deliverables:

· Meet with the technical team and e-health specialist of TBIHSS

· Obtain and review the consolidated list of system enhancement and relevant documents

· Develop and present the inception and work plan

· Implement necessary system enhancement as approved by DOH-KMITS and recommend improvements

· Lead in resolving all issues and concerns from program managers, implementers/users, and partners

· Facilitate the monthly feedback meetings with DOH, TBIHSS, and other partners

· Provide technical guidance to DOH-KMITS in deployment, migration, implementation and maintenance activities including bug fixing

· Review and revise the training materials based on approved recommendations

· Assist in capacity building activities for program managers and implementers/users

· Provide assistance to TBIHSS on technical issues

· Prepare and submit minutes of the meeting/post-activity report, and monthly progress reports

· Perform other tasks as requested by DOH-KMITS

Required Skills:

• Web Portal, Database and Mobile App Development

• Advanced skills in Firebase, PHP, Laravel, Bootstrap, JavaScript, MySQL, Dart, Flutter, Firebase, Google Cloud Calendar and Play Console

• Expertise in developing/supporting Application Programming Interface and Data Encryption

• End user support

• Software Testing/Debugging

• Project implementation and management

• Technical Writing/Documentation

• Excellent interpersonal, written, and oral communication skills

Required Education/Job Experience:

• BSc/BA in computer science, IT or relevant field

• MSc/MBA in business or IT will be a plus

• With at least 3 years of experience in project implementation and management

• With prior experience in Web Portal, Database and Mobile App Development

• Relevant experience in health-related field or government agency is an advantage

Minimum Qualifications

• A person of moral and intellectual integrity and willing to disclose, declare, and manage conflicts of interest

• Must be willing to report physically to DOH-KMITS (Manila) and/or FHI360 Office (Makati), as needed
