The protection of those benefiting and impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA undertakes to :

  • respect the charter, the code of conduct, institutional policies including the policy of protection against abuse of power and gender-based and sexual violence, the policy for the prevention of corruption and fraud ;

Since its creation in 2009, ALIMA has treated more than 10 million patients, and is now operating in 12 African countries. In 2021, we developed more than 60 humanitarian medical response projects to meet the needs of people affected by conflict, epidemics and extreme poverty. All of these projects are carried out in support of national health authorities through nearly 357 health structures ( including 45 hospitals and 312 health centers ). We work in partnership, especially with local NGOs, as soon as possible to ensure that our patients benefit from the expertise where it is located, whether at the level of their country or the rest of the world. In addition, to improve the humanitarian response, we are carrying out operational and clinical research projects,in particular to fight against malnutrition and viral haemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people are currently working for ALIMA. Field teams, as close as possible to the patients, receive their support from coordination teams generally based in the capital of the intervention countries. These are supported by the 4 desk teams and the emergency service team and openings based at the operational headquarters in Dakar, Senegal. The Paris and New York teams are actively working on fundraising as well as representing ALIMA. The rest of the ALIMA Galaxy includes individuals and partner teams working on behalf of other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins / KEOOGO, AMCP, PACCI, INSERM, the Universities of Bordeaux or Copenhagen, the NGO Solidarités International and many others.

ALIMA in CAMEROUN

BACKGROUND

The history of ALIMA programs in Cameroon

Present and active in Cameroon since 2016, ALIMA provides technical and material support to the MinSANTE through support to health structures in the response to acute health and nutritional emergencies and epidemics. Since its implementation, ALIMA has strongly developed its interventions in response to the multiple crises that have destabilized the country in this case the crisis in the Lake Chad basin and the English-speaking crisis. The organization now operates in 03 regions, namely the Far North, the North West and then the Southwest with national coordination based in Yaoundé.

From Mokolo, where ALIMA conducted its first intervention in the country, the response has gradually spread to other health districts for the implementation of emergency programs for populations affected by conflict. Health, nutrition and response to epidemics are the sectors in which ALIMA has a strong expertise in Cameroon ; which has resulted in the implementation of around thirty projects in the departments of Logone-et-Chari and Mayo-Tsanaga in the Far North since 2016 and in the departments of Mezam and Momo in the Northwest since 2020. Since August 2022, ALIMA is involved in the Lebialem department of the Southwest through the implementation of a project to provide medico-nutrition care for vulnerable populations victims of the crisis in the English-speaking area.In this area ( NO and SO ), ALIMA is implementing its projects in partnership with the Cameroonian NGO DEMTOU Humanitarian.

So, ALIMA provides a targeted medical and nutritional response adapted to the specific needs of populations affected by crises by enabling them to benefit from free and quality access to health care. To do this, ALIMA provides technical, material and HR support to health structures ( CSI, CMA and HD ) supported for the benefit of the most vulnerable populations. ALIMA also responds to emergencies ( natural disasters, epidemics … ) as was the case during the cholera epidemic in 2022 in the far north.

In 2022, ALIMA implemented 5 projects in Cameroon, including 4 medico-nutritional projects and 1 epidemiological response project ( Vaccination ) via 11 donor financing contracts. In addition to the free and quality care provided to patients, capacity building for health workers and supported health facilities, ALIMA has been able to develop a real community anchor in its intervention areas and a good knowledge of the specificities and security challenges of these geographic areas which have remained very volatile since the start of the crisis in 2014.

ALIMA will therefore use these experiences and lessons learned, but also the relationships established with the community, community leaders and religious then administrative authorities during the evaluation to carry out this project.

Level 3: The incumbent is responsible for the application of the recruitment process and may have to make field visits. He · She may therefore be in contact with vulnerable children or / and adults. MISSION AND MAIN ACTIVITIES

Major responsibilities

  • Guarantee the proper management of the mission’s human resources while respecting the administrative management framework of ALIMA and local legislation. To this end, be the ALIMA representative to the administrative authorities ( Labor inspection, Lawyer, Social Security, Taxes, etc. )
  • Define, adapt, plan and supervise the implementation of the mission’s human resources policies, ensuring that they are in context, local legislation and operational issues.
  • Contribute to the definition and implementation of the objectives of the mission, in particular concerning the components linked to the dimensioning of the teams, to the profile and to the required HR capacity, strengthening staff skills to effectively achieve mission objectives.
  • Be the focal point and the HR advisor to mission managers

Main tasks and responsibilities

  1. Administrative management of the mission, legal watch
  • Ensure that legal documents are updated for the proper functioning of ALIMA
  • In collaboration with the other members of the coordination, in particular COFIN and CDM, ensure the annual registrations of lease contracts and under the terms of the house contracts, coordination and projects
  • Ensure the legal watch of the mission by creating and maintaining a relevant information network in particular on labor and tax legislation
  • Ensure compliance with laws and regulations within the mission in its areas of responsibility ( labor law, social and tax legislation, etc. )
  • Contribute to the definition, validation, updating / revision and ensure the application of HR management documents, procedures and policies on the ( internal regulations mission, employment contracts, recruitment policies … )
  • Staff monitoring bonus or under incentives
  1. Administrative Management of Human Resources

a ) Recruitment

  • Ensure the rigorous application of the recruitment policy on all bases and applied to all ( positions from the definition of need to the archiving of recruitment files )
  • Train Admin Project Managers ( RAP ) in ALIMA procedures, good practices and recruitment techniques
  • Participate in the recruitment process for executives of bases ( HR validation )
  • Participate in the recruitment process of ETAM bases at the request of CP and / or RAP
  • Provide RAP and team leader with recruitment tests when required or advised and requested
  • Provide RAP with a general induction of ALIMA and the mission, support the updating of the project part and ensure that each employee benefits from this induction
  • Provide induction for all executives recruited by headquarters or in coordination and for all level 12 and more positions
  • Ensure that each new employee recruited in base is briefed on the internal regulations, the code of good conduct, anti-fraud policy and the policy to prevent harassment and gender-based violence
  • ensure that the induction process is understood by the stakeholders and implemented on the mission ( coordination and bases ).

b ) Work contract and monitoring

  • Ensure that personnel files are complete and kept in electronic format
  • Set up efficient contract monitoring tools and ensure that RAPs use them ( followed by contract dates, holidays, … )

c ) Payment of wages, taxes and social security contributions

  • Supervise the use of payroll software and train RAPs on their responsibilities
  • Validate the payments each month for each base

d ) Life and team composition

  • Support the organization of monthly staff meetings
  • Participate in staff representative / coordination meetings
  • Participate in the resolution of labor disputes in collaboration with project coordinators, RAPs and team leaders

e ) Operational management of Human Resources

  • Accompany project coordinators and service manager in defining the composition of their teams
  • Update and share mission flowcharts with bases, coordination and headquarters monthly
  • Participate in the preparation of mission budgets for the HR part ( organization chart, salary, bonuses … ), International transport, Rents.
  1. Qualitative staff management

a ) Position Profile – Performance Objective Plan – Balance sheet

  • Provide RAPs and team leaders with standard position profiles
  • Ensure the presence of updated job profiles for each employee and that each employee has read and signed it, support the RAP and team manager in the event of a blockage
  • Train team leaders in the use of POP and balance sheets documents
  • Check that team leaders set targets at the start of the period and do staff reviews at the end of the period
  • Analyzes staff balance sheets in a professional career approach

b ) Training and capacity building

  • Contribute to the identification of training needs for mission staff
  • Compile all training needs annually and development of an annual training plan for the mission
  • Be proactive in identifying sources of funding for training, and in identifying collaborations with other NGOs, training organizations present in the country
  • Be responsible for the training organization taking place in coordination or in the city of coordination
  • Propose and anticipate staff secondments within other ALIMA missions
  • Support the capacity building of all employees in support of team leaders
  • Collect data related to training provided on the land and offer an analysis of this data
  • Apply post-training monitoring and evaluation methods to measure their impact
  1. Specific management of international staff

a ) Administration

  • In conjunction with the Dakar administrative service, ensure administrative monitoring of international staff: arrival and departure dates, paid holidays, passports, visas and airline tickets
  • In collaboration with the responsible Admin / HR ensures the renewal of expatriate visas, security visas and / or all other legal documents required by the police and the ( Agreement ministry, Convention with the Ministry of Guardianship, Application for entry authorization … )
  • Follow the dates of contracts and attract the attention of line managers at month 3 months in advance
  • Ensure the constitution of international files and provide the necessary documents for those who do not have ( ALIMA card, mission order, residence permit … )

b ) Recruitment and monitoring

  • Support the head of mission and project coordinators in station planning and make available a monitoring tool
  • In collaboration with administrators and administrators, alert for interim and final balance sheets
  • Ensure the transmission of balance sheets and end of mission reports to the referent or to the HR referent of
  • Supports the head or head of mission in the management of human resources of expatriate staff ( conflict management, anticipation of recruitments, drafting of job profiles … )
  1. Team management and animation
  • Set up an HR department for coordination with recruitment and training of a national team
  • Define the job profiles and performance objective plans of the members of his team

  • Facilitate training actions for the development / reinforcement of skills of teams on HR and transversal themes.

  • Support the head or head of mission in the implementation of the action plan for the prevention of abuse.

EXPERIENCES AND SKILLS

Training :

Experiences :

  • Prior experience in humanitarian aid, on Coordinator or Finance and Human Resources Coordinator and / or Coordinator or Human Resources Coordinator

CONDITIONS

Duration and type of contract : CDD under French law from 6 to 12 months renewable.

Salary : According to ALIMA salary grid + promotion of the experience + Per Diem
