Context

Providing the best medical care possible in its intervention contexts is a core responsibility for MSF. Despite continuous efforts, ensuring MSF health workers with uneven clinical background provide care that puts the patient at the centre and ensures patient safety is a real challenge, especially in remote and scattered small health facilities where delivering sufficient clinical training and supervision is difficult.

Since 2015, using digital technologies, MSF developed and deployed MSFeCARE-Ped, an electronic Decision Support System (eDSS) for paediatric primary care that guides health workers through up-to-date evidence-based protocols designed by experts, and allow them to improve their clinical assessment, diagnosis skills, and rational antibiotic prescriptions. Deployed in 6 projects, in 6 different countries, MSFeCARE-Ped was used in more than 120’000 consultations since 2017.

Initial results of MSFeCARE-Ped in the field show that eDSS bring new opportunities to support quality of care improvement through provision of i) evidence-based medical knowledge to frontline health workers, ii) attractive learning opportunities for health workers, and iii) real time data collection for use of monitoring, supervision and feedback directly to the health facility for self-improvement.

To build on these positive results, MSF decided to launch a 3-year program aiming at building internal capacity to design and successfully roll out eDSS-based interventions to improve quality a) at a larger scale for paediatric primary care, b) in different contexts, c) for different health care levels, and d) in different medico-operational domains.

This program has a strong transformational dimension for the whole MSF movement and beyond. It will reinforce our partnerships with external experts, to leverage and share the lessons learned on successful eDSS tools and interventions with the humanitarian and the global health community.

In order to reach these objectives, the MSFeCARE program will:

· Strengthen MSFeCARE-Ped tools and intervention to support sustainable scale up

· Select/Design new eDSS and eDSS-based interventions

· Roll out and monitor eDSS-based interventions

· Ensure eDSS use enhance continuous (medical) education/learning process, directly supported by the eDSS tool and data, and through additional training material

· Ensure appropriate and sustainable software solutions are used

Mission

The IT Method Engineer for MSFeCARE will take primary responsibility of the IT processes documentation and technical documentation of the sustainable inter OC MSFeCARE application under the oversight of the Technical coordinator for the HQ users (medical team) and field users (PHWs) interacting with the beneficiaries.

Main Responsibilities

Support the Global app manager of MSFeCARE program IT stream with key tasks as described below, under the responsibility of the Technical coordinator of MSFeCARE program.

· Service Definition and change management:

o In line with the Program’ strategy, define an organisational scheme, working methods, quality standards and procedures.

o Describe and clarify business processes and terminology to help the IT organization to share procedure and protocols with the stakeholders

o Test and implement the adopted standards and methods.

o Adapting best practice guidelines to the program’s activities.

o Write documentation (development methods, test procedures, etc.) to embed MSFeCARE into MSF IT Framework (specific to each Operational Center’s policies and standards) and distribute it to users. In this context, the quality and methods manager may provide training.

o Evaluate the effectiveness of the techniques and back-end support model implemented.

o Standardize Process definitions and documentation for Quality Management (Test Plan, Test Case…)

o Customize Process templates, artifacts templates and project templates as required

o Initiate and create an information package that is relevant for the App Manager role in each Operational Center. Participate in the management of change through training in quality methods. During the roll-out of the new solution, coordinate with stakeholders for the management of functional, integration, system, and acceptance tests, among others

· Support & Maintenance:

o Create KPIs/metrics and provide a way to monitor them routinely. To monitor the methods implemented and adapt them if necessary, to the realities and developments of the company.

o Help in proactive changes and communication with clients

o Troubleshooting experience – coordinate with various IT teams to understand where the problem may lie.

o Adhere to current protocols for quality assurance of solution(s) and release management and support Global application manager in coordinating testing cycles between the team and the provider

· Support Model set up coordination for Program (for short term, mid-term and long term)

o Document and implement with Global app manager, Field Implementation Lead and under the Technical coordinator oversight, in coordination and finalizing, intersectional support model with various actors involved across the global MSF movement: IT departments, Mobile device management teams, Field ICT teams, solution provider, and the centralized support team for MSF, SITS (possibly).

o Ensure that appropriate documentation for content and process flows are created in a timely manner

o Ensure that best practices from the Movement (in collaboration with Program Manager and Technical coordinator of MSFeCARE program) are researched and incorporated as part of the documentation, approach and strategy and model

· Help in handover to OC Application Owners at the end of the project

· Collaborate and support the Global Application Manager in his/her daily running activities and tasks (in supporting the field users with the technical solution)

Your Profile

Education & Trainings

· Bachelor or Master’s degree in computer science, information systems and technologies, engineering or related field.

· Quality assurance and support Project management certification (PMP, Prince2, Hermes, Scrum) or recognized project management curriculum

Experience

· Min 3-5 years of work experience in software development domain

· Experience in various functions – Application owner, business analysis and Quality Assurance

· Creating and overseeing protocols and procedures for the use of software application

· Create processes and protocols for liaising with various MSF IT sections

· Experience in an international environment

· Experience in medical technologies, medical digital transformations

· Care about how the solution brings value to the end user IT Troubleshooting experience is an asset

· Business Intelligence experience is a plus

Skills/ Technical competencies

· Excellent overall understanding of IT matter (architecture, tailor-made and off-the-shelf business and IT solutions, IT organization, technologies).

· Contributes towards improvements in processes & flows.

· Outstanding analysis and synthesis skills

· Experience in implementation of a support model process for IT

· Comfortable with ticketing solutions

· skills in web development and mobile app implementation

Terms of Employment

· Fixed-term contract (15 months), full-time position

· Gross annual salary : from CHF 90’576 to CHF 103’932.- (salary commensurate with equivalent experiences and internal grid)
