COOPI is looking for an ECHO Partnership Manager to be included in the Development and Knowledge Area at the Milan office
L ’Development and Knowledge Area is an integral part of the COOPI International Activities Department. Its mandate is to guide the design and implementation of COOPI’s institutional financing strategy, and to coordinate, cultivate and promote the knowledge and quality of the organization’s programs. The figure of ECHO Partnership Manager will focus on managing the partnership with the DG ECHO, playing an active representative role in the European humanitarian area and acting as a guide to regional and national coordination in the design and management of contracts. It will also be instrumental in identifying and developing new institutional funding for the organization.
Responsibility for the role
Specifically:
- Contributes to management of the Partnership Certificate with DG ECHO, monitoring, analyzing and reporting on the correct application of the contractual framework, and provides support to the headquarters services to comply with these requirements at all stages of the project cycle management;
- Secure the knowledge and adhesion of the organization to the policies of the donor on environmental sustainability and location, and on technical-sectoral guidelines;
- Identify them financing opportunities and coordinates the design within the annual HIP process, supporting national and regional coordination in writing and presenting qualitative and strategic proposals, verifying its economic-financial analysis in collaboration with the figures in charge;
- Support the contract management, with particular responsibility for contractual changes and reporting, and acts as an advisor in communicating with the donor throughout the implementation of the project;
- Develops and disseminates training tools, guidelines and information documents on how to work with DG ECHO and related operational topics;
- It helps to represent and position the organization with organizations and in the NGO networks relevant ( Voice HP Watch Group ), and to participate in the working groups and major events promoted in the humanitarian sector, especially at European level;
- Promote one strategic vision of the partnership with DG ECHO, raising awareness and informing the organization of innovative opportunities and programmatic tracks.
More generally:
- Where required, identifies calls and other funding opportunities by institutional financiers for COOPI activities, studying their access and management methods;
- Contributes to performing a ’systematic needs analysis and design trends at all levels of the organization and the production of reflections and good practices on the management of institutional funding within the Development & Knowledge area;
- It interprets its role flexibly and welcomes new assignments and development opportunities.
Skills required
Essential requirements
- Masters in humanitarian studies, development cooperation, international relations, or the like;
- Minimum 5-7 years of progressive professional experience in similar roles;
- Proven experience in managing partnership with DG ECHO, and deep knowledge of the EU contractual rules;
- Field project management experience;
- Excellent knowledge of the Italian language, English is French;
- Excellent analytical and writing skills;
- Ability to work under stress, communicate effectively and promptly;
- Orientation to results and problem solving.
Preferential requirements
- USAID / US Governement fund acquisition and management experience;
- Knowledge of Spanish;
- Training experience.
