ITT-UKR-CO-2024-240 Framework Agreement for Capacity Building Services for PDQ/MEAL (Monitoring, Evaluation, Accountability and Learning) Department At Save the Children

Objective

The main objective of this framework agreements is to conduct offline and online monitoring, evaluation, accountability and learning training for MEAL staff in all area offices based on SCI MEAL competency framework, MEAL skills map assessment, and the capacity building needs identified by SCI MEAL team and SCI partner organizations.

Location and Official Travel Involved

The services are to be provided online and offline in Ukraine in SCI main area offices in Kyiv, Dnipro, Chernivtsi, Mykolaiv, Kharkov (based on security assessment and accessibility). The contracted body will exercise judgment regarding their own level of risk exposure. SCI MEAL team will agree with the supplier on the exact locations for offline training.

The service provider will be responsible for arranging secure training spaces (this can be consulted with SCI Safety and Security Team), hotels, transportation, safety and security of its personnel and other logistical arrangements. The supplier is also responsible to provide all technical equipment to carry on the objectives of this agreement.

Services the Supplier Will Provide

The supplier is expected to provide the following services:

  • Experienced trainers in the specified topics of training and capacity building themes. (Minimum experience of 6 years).
  • Offline training for SCI MEAL team and partner organizations. The service provider will be responsible for arranging secure training spaces (this can be consulted with SCI Safety and Security Team), hotels, transportation, safety and security of its personnel and other logistical arrangements. The supplier is also responsible to provide all technical equipment to carry on the objectives of this agreement.
  • Online training for SCI MEAL team and partner organizations.
  • MEAL organizational capacity assessment for SCI partner organizations.
  • MEAL capacity and knowledge assessment for SCI MEAL and partner organization staff.

Potential training topics are the following (This list can be expanded based on SCI MEAL team requirements):

  • MEAL Plan and IPTT Development
  • MEAL Fundamentals Training
  • Accountability and Learning
  • Qualitative and quantitative data analysis
  • Data analysis and visualisation software such as Power BI and other software
  • Reporting
  • SQL and other programming languages
  • MEAL Tools development for surveys, KIIs and FGDs
  • Final, process and impact evaluations
  • Mixed methods research and sampling
  • Desk and literature reviews
  • Designing complete MEAL system
  • Designing Management Information System (MIS) for MEAL
  • Designing log-fames and indicators
  • Designing survey questionnaires
  • Direct observation
  • Other types of training based on SCI MEAL competency framework and based on the needs and requirements of SCI MEAL team and partner organizations.

For each of the services, the below deliverables are required:

  • Training agenda
  • Training materials
  • Training satisfaction report
  • Pre- and post-knowledge tests
  • Signed attendance sheets for participants
  • Photos and videos for the offline training
  • Certificates of training completion for trainees

Experience and Skill Set Required

Minimum competencies:

  • Demonstrated experience of providing similar services in country and/ or in INGO context.
  • Ability to mobilize experienced trainers (minimum experience of 6 years in the specified training topics) in SCI area offices in Ukraine (Kyiv, Dnipro, Chernivtsi, Mykolaiv and Kharkov- based on security assessment and accessibility).
  • Ability to produce quality work within deadlines and under pressure.
  • Experience in a conflict setting considered a strong attribute.
  • Ability to travel in accessible areas in Ukraine.
  • Having the necessary technical equipment to provide the requested services.
