DESCRIPTION OF THE ASSOCIATION
La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development. Helping the most marginalized children is more than a moral obligation, it is an essential condition for achieving the United Nations 2030 goals on children’s health and well-being.
We operate in 27 countries with a global approach, focused on the child but also on mothers and disadvantaged communities:
- Prevention and screening from an early age, particularly as part of school health programs.
- Care and surgery, to meet the most urgent needs of children and their mothers.
- Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
- Construction and equipment of hospital structures adapted to local needs.
CONTEXT OF THE CHAIN OF HOPE IN WEST AFRICA
The Chaîne de l’Espoir has been present for many years in West Africa and today works in 13 African countries. It implements programs to strengthen national health systems and more particularly for the promotion and development of pediatric surgery.
In Benin and Côte d’Ivoire, La Chaîne de l’Espoir is implementing an “integrated program for prevention, awareness, capacity building and access to care for victims of accidents linked to the use of corrosive substances in Benin and Côte d’Ivoire”, also called “ISC/SCOE Project – II”, this program began in 2019 in Côte d’Ivoire and Mali for a 1st phase of 3 years and continues in Côte d’Ivoire and in Benin for a 2nd phase of 3 years from July 1, 2023.
La Chaîne de l’Espoir has been collaborating in Ivory Coast with the Bingerville Mother and Child Hospital on a global basis for several years and continues this support, particularly in strengthening the skills of medical and paramedical staff on various themes such as gynecology-obstetrics, pain management, ophthalmological surgery, visceral surgery (laparoscopy), regional anesthesia and infectious disease (antibiotic therapy), etc.). In 2023, La Chaîne de l’Espoir is investing alongside the Mother and Child Hospital in improving the provision of pediatric cardio-pediatric care and pediatric oncology.
POSITION AND MISSIONS
Under the responsibility of the Head of Mission and in liaison with the ISC/SCOE Benin & Ivory Coast (based in Benin), the Head of Mission Togo & Benin as well as the Benin Partnership Support Officer, the main missions of the position are:
- Identify and implement capacity building actions for the project and support teams of the associative and hospital partners of La Chaîne de l’Espoir in Côte d’Ivoire (definition of a strengthening plan and actions to be carried out)
- Provide organizational support to associative partners working on the implementation of projects in Ivory Coast
The Partnership Support Officer will support the partners of La Chaîne de l’Espoir in respecting their contractual commitments and will provide structural and lasting support to strengthen the partners from the point of view of project management, financial management, administrative management, logistics, human resources and ethics.
MAIN ACTIVITIES
Definition, planning and operational implementation
- Based on the organizational diagnosis carried out, establish a capacity building action plan over the duration of the project
- Support the implementation of the action plan according to its priorities
- Create tools/documents to facilitate partner support
- Plan with the project stakeholders identified the objectives and activities of phase 2 of the ISC/SCOE project
- Support the implementation of project actions under the responsibility of the partners by ensuring that quality and technical standards are taken into account and respected according to the planned timetable
- Participate in the development and implementation of a monitoring and evaluation system
Technical support to implementing partners
- Develop collaborative links between project implementation partners
- Support partner teams in the field in order to refine its advisory support
- Train and support associative partners in the implementation of project management procedures
Monitoring, accountability, evaluation and quality
- Support the production and consolidation of all documents written by partners
- Ensure that applicable regulations and procedures are respected
- Monitor the progress of project activities led by partners and the achievement of their results and indicators via monthly monitoring meetings
- Prepare an organizational support indicator table and monitor it monthly
- Ensure that lessons learned from each partner are documented, shared and taken into account in project planning and decision-making
- Prepare, participate and/or facilitate the evaluation and audit of projects
- Provide support to partners in the use of funding
Collaboration with partners and other stakeholders
- Be the main contact for partners and regularly organize consultation and coordination meetings with them
- Participate in meetings with and between partners and project stakeholders
- Produce reports and monitor identified actions to strengthen partnership relationships
- Ensure that all contacts between La Chaîne de l’Espoir and its partners with beneficiaries are conducted in a respectful, sensitive and attentive manner to specific needs, particularly those of children
Participation in the dynamics of the mission
- Participate in the analysis of context and needs and contribute to the development of the operational strategy
- Participate in internal meetings at the Ivory Coast mission and ensure the drafting of an activity report every two months
- Participate in the identification and development of strategic partnerships
- Participate in the drafting of reports intended for donors
- Participate in the preparation of technical reports and other institutional documents of La Chaîne de l’Espoir
TRAINING/SKILLS/ABILITIES REQUIRED
Training & professional experience
- BAC + 3 minimum in public health or project management
- Professional experience: 2 years in development project management including collaborative actions or support for associative or hospital partners

- Good command of French

CONDITIONS
- 12-month renewable fixed-term contract
- Full-time position, based in Abidjan (national only)
- Occasional travel to be planned in intervention areas and exceptionally outside
- Desired start date: January 2023
- Proposed salary: 950,000 FCFA gross monthly + annual bonus (one month’s salary at the end of the year)
- Monthly transport bonus of 30,000 FCFA
- Annual health package or health insurance (work in progress)
