Jordan: Monitoring, Evaluation, Research and Learning Officer At Internews Network

ABOUT THE OPPORTUNITY

Internews is seeking a Monitoring, Evaluation, Research, and Learning Officer for a USAID-funded media support and civil society initiative with the general goal of further strengthening independent media and civil society in Jordan. The MERL Officer will oversee all monitoring and evaluation activities and will be responsible for designing, implementing, and managing M&E frameworks and systems; collecting, verifying, and reporting data on program activities; and capturing impact, learning, and best practices. The MERL Officer will report to the M&E Director.

Internews has field offices in Jordan. Ultimately, this role will be based in Amman, Jordan.

DAY-TO-DAY TASKS will include:

  • Develop and implement M&E systems for Internews’ USAID project; identify obstacles to implementation and recommend appropriate solutions;
  • Collect, verify, and report M&E data in compliance with USAID’s and Internews’ data quality standards;
  • Develop internal tracking systems to maintain M&E data in an organized, secure, and user-friendly way;
  • Monitor, review, and ensure the quality of M&E data from key partners, grantees, and technical specialists;
  • Input all required training and M&E data into USAID’s online systems as required by the project agreement;
  • Attend the project activities and trainings and work with the project team to monitor them properly; this includes creating evaluation tools, collecting data firsthand from partners/beneficiaries and analyzing the collected data;
  • Support the project team in creating a framework and procedures for the monitoring and evaluation of project activities;
  • Collaborate with the project team on appropriate data collection methods, tools, and reporting formats and prepare the M&E frameworks;
  • Support the design and implementation of baseline/midline assessments and other surveys according to the approved workplan;
  • Assist the M&E Director and other project staff in producing regular, timely, and accurate narrative reports (including M&E data) per donor guidelines. Work closely with project and HQ staff to revise the reports as necessary;
  • Undertake field-monitoring missions to assess the progress of the project implementation using Internews’ standard monitoring and evaluation tools and methodologies;
  • Participate in periodic review and planning meetings, generating minutes and lessons learnt documents and discuss results of data and plan action steps to build on strengths and address the weaknesses;
  • Support the project team in conducting field assessments and surveys;
  • Develop close working relationships with all project partners, participants and stakeholders;
  • Conduct qualitative and quantitative field monitoring and verification of project implementation;
  • Provide the project team with the needed paperwork to help better planning, monitoring and implementation of activities;
  • Work closely with the project team to ensure the project success through documenting relevant success stories;
  • Respond to requests from the donor and HQ staff about M&E data, methodologies, and examples of project impact;
  • Produce project communications materials and success stories as per donor requirements and Internews’ internal standards in collaboration with other project staff as required;
  • Any other related duties assigned by the supervisor to ensure project success;

QUALIFICATIONS WE’RE LOOKING FOR

Required

  • University degree in economics, mathematics, statistics, social sciences, or any equivalent is desirable;
  • At least 3 years of experience working in the MERL field;
  • Experience in designing tools and strategies for data collection, analysis, and production of reports;
  • Experience working on USAID-funded projects is highly desirable in the MERL field;
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
  • Strong research and analytical skills;
  • Demonstrated experience in data analysis software is required;
  • Knowledge of use of data analysis software is desirable;
  • Experience in planning and managing surveys;
  • Demonstrated experience with training and capacity-building;
  • Proficient in written and spoken English and Arabic is required;
  • Good writing and/or reporting skills;
  • Excellent organizational and communication skills;
  • Ability to work in Jordan;
  • Fluency in written and spoken Arabic and English required.

Preferred

Note: Candidates who do not have these preferred qualifications, but are interested and willing to learn, are encouraged to apply.

  • Prior experience with and providing technical and/or capacity building support to media outlets and civil society organizations in Jordan is an asset;
  • Experience working with remote teams;
  • Demonstrated knowledge of USAID monitoring, evaluation, and learning (MEL) policies.
