Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The IOM Regional Office (RO) for South-Eastern Europe, Eastern Europe and Central Asia (SEEECA), established in Vienna in 2011, supports the quality improvement and diversification of programmatic activities of IOM at the country level, promotes regional initiatives, and facilitates better support to interstate dialogue and cooperation. RO Vienna is responsible for project review and endorsement, policy development, and for formulating regional migration strategies. This is done in partnership with governments, development partners and civil society organizations within the region. The Regional Office employs technical experts in project development and thematic fields of migration management, including Migrant Protection and Assistance, Labour Migration and Human Development, Immigration and Border Management, Operations and Emergencies, Environment and Climate Change as well as Migration Health. It also deals with various cross-cutting issues and provides support in the field of resource management, media and communications, monitoring and evaluation, and IT.

As part of its duties, the Regional Office supports IOM Country Offices in their project development and resource mobilization’s efforts. In line with the Regional Strategy 2020-2024, RO Vienna is developing innovative approaches and tools in the field of project development and resource mobilization, while promoting cross-regional cooperation, capacity-building and knowledge exchange on this specific matter.

Under the overall supervision of the Regional Director and the direct supervision of Regional Project Developer Officer (RPDO), and in coordination with the Knowledge Management Focal Point, the Project Development and Knowledge Management Officer will be supporting project development, resource mobilization initiatives, as well as knowledge management efforts in the SEEECA region.

Core Functions / Responsibilities:

  1. Collect and analyse information on donors’ policies/priorities on migration in the SEEECA region.
  2. In partnership with the regional M&E colleagues, draft reports and provide updates on PRIMA
  3. Update IOM existing documents and materials related to project development and resource mobilization, including donor mappings and donor guides.
  4. Assist in organizing meetings and webinars on project development and resource mobilization, in collaboration with the relevant Units and offices.
  5. Support knowledge management (KM) initiatives, for example through innovative approaches to share information and providing guidance on knowledge management.
  6. Conduct a Knowledge Management assessment of the Regional Office and the CountryOffices considering different thematic and programmatic interventions in the region to provide a baseline for the proposed KM framework priorities namely:
    • KM infrastructure and tools available in IOM and specifically the regional office.
    • KM practices (Knowledge, attitude, and practices) at RO and Country level that impact the effective use of migration knowledge and knowledge products in the regional office.
  7. Contribute to report review activities of the Regional Office, in particular in the thematic areas of migration policy and research.
  8. Assist in organizing knowledge sharing events, meetings, and seminars in collaboration with the Country Offices, donors and partners.
  9. Draft speeches, presentations and prepare supporting documentation for RO’s official presentations.
  10. Update migration-related information (e.g. brochures, databases, etc.).
  11. Support Project Development by performing research on a broad range of subjects relevant to IOM’s programme activities.
  12. Perform such other duties as may be assigned.

As an integral part of the IOM assignment the Junior Professional Officer will:

  • Gain experience in a UN Organization, including management and international cooperation activities, as well as understanding the dynamics of regional and international initiatives and working groups.
  • Gain experience in migration policies of the region and of relevant migration governance strategies and responses.
  • Acquire detailed knowledge of the EU institutions and their functioning.
  • Acquire in-depth knowledge of IOM operation and activities.
  • Be able to draft and finalize reports, concept notes and project proposals.
  • Gain experience in working with governmental, non-governmental and United Nations institutions.
  • Enhance negotiation skills in a multilateral setting.

Required Qualifications and Experience:

Education

  • Master’s degree in Public Administration, Political Sciences, International Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Minimum of two years (four years for bachelor’s degree holders) work experience either on project development, project management, in the field of migration, including operational and field experience;
  • Experience in the field of knowledge management and knowledge sharing is an advantage;
  • Experience of working in a multi-cultural and regional settings an advantage; and,
  • Computer/software literate, preferably knowledgeable in Microsoft Office, Adobe Acrobat and Photoshop with experience of maintaining a website.

Skills

  • Advanced English writing, communication, and negotiation skills; and,
  • Ability to undertake in depth research, collect and analyse migration data.

Languages

For this position, fluency in English is required (oral and written). Working knowledge of Russian is an advantage.

• Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
