BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Chad, a vast landlocked country in north-central Africa with a population of 16.8 million, faces significant challenges. It ranks 187 out of 189 on the Human Development Index and 113 out of 116 on the Global Hunger Index. Hosting over one million refugees, Chad grapples with one of Africa’s largest refugee populations. Since the onset of the conflict in Sudan in April 2023, Chad has witnessed a nearly doubled refugee population, with over 600,000 new arrivals from Sudan. Concurrently, Chad continues to struggle with severe food insecurity, affecting approximately 2.1 million people, corresponding to the worst lean season in a decade.
In 2025, under its new Country Strategic Plan (CSP) 2024-2028, WFP Chad aims to scale up resilience and climate activities targeting host communities, refugees, and internally displaced populations. With ongoing projects in 17 out of 23 provinces in Chad, the Resilience Programme operates at a large scale with multiple programmes and projects targeting the root causes of food insecurity. WFP Chad’s resilience portfolio includes various activities, including food for asset (FFA), land rehabilitation and restoration, water infrastructure development, capacity strengthening on climate-smart agricultural techniques, smallholder agriculture market support (SAMS), financial inclusion and food value chain development.
The Resilience team seeks to hire a Programme Policy Officer (Resilience and Climate) to support resilience project management, including KOICA, Italy, and other donors as required. In addition, the incumbent will be supporting the development of the SAMS strategy including under the World Bank ProAgri funds. The incumbent should demonstrate strong project management skills, as well as the ability to work independently and provide strategic guidance and expertise on SAMS-related aspects. The incumbent will be involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity.
JOB PURPOSE:
Support the design, planning, and implementation of resilience and climate projects, including KOICA and other donor-funded initiatives. Contribute to the articulation, development, and implementation of the SAMS strategy, ensuring alignment with WFP’s strategic priorities.
ACCOUNTABILITIES /RESPONSIBILITIES:
Under the overall supervision of the Head of Resilience unit and close collaboration with the WFP Field Offices, the incumbent will be responsible for the following duties:
- Support the implementation, planning, and monitoring of resilience projects, particularly KOICA-funded activities and other donor projects, ensuring alignment with WFP standards.
- Provide project management support for activities, including planning, budgeting, risk management, and quality assurance.
- Coordinate data collection and monitoring activities in collaboration with the RAM Unit, ensuring high-quality data to inform decision-making.
- Prepare high-quality donor reports, including periodic, annual, and final reports, and address field queries related to analysis and reporting.
- Act as the focal point for managing partnerships of assigned projects and liaise with cooperating partners, sub-offices, WFP units, to ensure effective implementation of activities.
- Facilitate capacity-building initiatives for partners and manage learning activities related to resilience and climate projects.
- Support the development and scale-up of the SAMS strategy and coordinate its effective implementation across various projects, including the ProAgri initiative.
- Provide strategic guidance on SAMS-related aspects, ensuring integration of lessons learned and alignment with WFP’s resilience and climate programming.
- Support with proposal-writing for resilience and climate projects, ensuring alignment with donor priorities and WFP objectives.
- Perform any other duties as required by the Head of Resilience to support the effective delivery of resilience and climate projects.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Advanced university degree in international development, environmental studies, agriculture, or related fields.
- At least 3 years of relevant experience in resilience programming, project management, or climate adaptation, or related field.
- Demonstrated ability to manage complex projects and partnerships in humanitarian or development contexts.
Experience:
- Has gained experience in implementing integrated rural development programs, community and provided input into designing operations.
- Knowledge of WFP’s programming processes and corporate priorities.
- Has provided input into policy strategy discussions and decisions.
- Has experience providing inputs to strategies and/or proposals.
- Experience with donor-funded projects, particularly KOICA and World Bank initiatives, is an asset.
Knowledge & Skills:
Good skills in MS Office, database management. Experience in technological innovations is an asset.
Languages:
- Fluency (level C) in the French language.
- Fluency (level C) in the English language is an asset.
- Knowledge of the Korean language is an asset.
