Proposal Summary:

Through a 4-year program, the USAID/Guinea ROLAJ Activity intends to provide technical services that will foster more efficient, effective, and competent justice sector institutions and services that are fair, transparent, accountable, and responsive to the needs of all the Guineans, especially in at-risk areas. The project will engage with justice sector institutions and actors and civil society organizations to enhance the justice sector in key areas including case management, access to justice for vulnerable populations, prison administration, judicial training and ethics, public legal education, developing legal aid services, alternative dispute resolution, and other related areas. The program will be based in Conakry with activities in various regions across Guinea.

Position Summary:

The Judicial Effectiveness Component Lead will work closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP) to improve the efficiency and effectiveness of the legal system for Guinean citizens and to ensure quality control, efficiency, integrity and learning throughout the project’s duration. The ideal candidate will be responsible for providing technical leadership in assigned component area. This position is contingent upon award.

Responsibilities:

Oversee the design, implementation and evaluation of technical activities to promote judicial efficiency, effectiveness, and credibility of the formal justice system, such as:

  • Enhance the technical capacity and skills of judges, magistrates, court administrative personnel, prison officers, and the Parliamentary Judiciary Commission.
  • Conduct capacity-building through government facilities and utilize government resources to ensure continuous professional development.
  • Facilitate collaboration and information sharing among formal justice system institutions. Encourage local, regional, and international exchanges of best practices.
  • Ensure easy access to information about court proceedings, case status, judgments, publication of court decisions, and legal precedents. Make this information readily available to the public.
  • Strengthen processes within judiciary institutions to effectively enforce court rulings and improve proficiency in legal procedures.
  • Examine different forms of corruption within formal justice systems. Establish anti-corruption strategies and measures to provide effective justice services to seekers.
  • Contribute to the project’s operational research and collaborating, learning and adapting (CLA) activities.
  • Contribute to implementation plans, monitoring and evaluation plans, technical reports and progress deliverables as requested by COP.

Qualifications:

  • Degree in law, social studies, public policy/administration, international development or other relevant field; advanced degree preferred.
  • Five (5) years of professional experience implementing judicial system improvement, access to justice, rule of law, judicial reform, criminal prosecution, democracy, human rights and/or governance programs.
  • Experience in managing or consulting on the improvement of court operations, legal reforms, and justice system improvements in Guinea strongly preferred.
  • Experience working in Guinea and/or other Francophone African countries strongly preferred.
  • Collaborative team-player that is proactive in identifying challenges, proposing solutions, and is results-driven.
  • Ability to work effectively, responsively, and collaboratively with diverse stakeholders, including government agencies and the public.
  • Experience supervising diverse teams and managing stakeholders.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Working proficiency in English and French is required.
