The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.
Junior Finance Delegate (m/f/d), Ukraine
GRC has been a partner to Ukraine Red Cross Society (URCS) since almost 30 years. After the escalation of the conflict, GRC scaled up significantly, both supporting URCS’ humanitarian activities, as well as strengthening URCS’ long-term programming on social services, health and civil protection and disaster management. International GRC delegates support URCS at headquarters in Kyiv and in the regional URCS branches.
GRC is seeking a Junior Finance Delegate (m/f/d) to support the GRC Senior Finance Delegate in the day-to-day financial management of the GRC’s office in Ukraine in partnership with URCS.
Starting date: 15. October 2024
Duration: 6 months (with possible extension)
Location: The role is based in GRC Office in Kyiv directly reporting to the GRC Finance Delegate in Ukraine.
Main duties & responsibilities:
- Support the GRC Senior Finance Delegate in the daily financial management of the GRC Ukraine Office and projects in Ukraine in controlling costs and budget management, in accordance with donor guidelines and GRC regulations.
- Assist in the preparation of Cash requests to the URCS together with the GRC Senior Finance Delegate and the GRC Head of Office in Ukraine.
- Support the management of payments, cashier and bank signatory in close collaboration with the project delegates and in accordance with the GRC Senior Finance Delegate and GRC Head of Office instructions.
- Provide support to procurement procedures in accordance with GRC regulations and donor requirements including assisting the verification, control and countersign of Comparative Bid Analysis (CBA) for the purchase of goods and services in coordination with the GRC Senior Finance Delegate and corresponding delegate.
- Support the GRC Finance Team in booking of URCS expenditures in GRC’s financial system for different donors in an accurate, efficient and timely manner.
- Assist the GRC Senior Finance Delegate in the monthly financial reports of the projects , annual closing and preparations for internal and external auditors.
Required Competencies & Skills:
- Academic training in economics and/or financial management.
- Minimum of 2 years work experience in bookkeeping and accounting of international humanitarian / development organizations.
- Minimum of 2 years work experience in financial reporting and administrative issues , including logistic support and procurement.
- Working knowledge of donor requirements is an asset (Federal Foreign Office, BMZ, ECHO).
- Excellent computer skills in MS office and common accounting software.
- Work experience within the Red Cross/Red Crescent Movement is a strong asset.
- Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
- Willingness to travel.
- Ability to work independently and as a team member in multi-cultural environments.
- Oral and written fluency in English.
- Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
- Valid International Driving Permit (IDP).
