Project Objectives:
In August 2022, the United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.
In June 2024, through the Economic Growth and Agriculture Development (EGAD) bureau, USAID requested ESS+ to conduct the Mid-Term Evaluation (MTE) of the Haiti Agricultural University Partnership (HAUP); the Center for Mitigation, Adaptation, and Resilience to Climate-Change in Haiti (CEMARCH) activity implemented by Kansas State University (KSU) with two subgrantees, Quisqueya University (UniQ) and Faculté d’Agronomie et de Médecine Vétérinaire (FAMV).
Position Description:
Haiti ESS+ is seeking two facilitator consultants to support the HAUP CEMARCH MTE team in collecting qualitative data, mainly conducting Key Informant Interviews. The facilitator will be expected to work closely with the HAUP CEMARCH MTE team, the Haiti ESS+ team, and the SI headquarters project management team to ensure quality and timely deliverables. The MTE level of effort is approximately four to five consecutive weeks (25 days) of data collection and analysis in Haiti.
Roles & Responsibilities:
- Collaborate with the Team Leader and the Deputy Team Leader to finalize the list of key informants for online/in person interviews as part of the HAUP CEMARCH MTE qualitative data collection activities.
- Help find the contact information of key informants, such as phone numbers, e-mail, informant location, etc.
- Conduct interviews in French with the identified key informants.
- Record and take detailed notes in French during interviews.
- Provide high quality summary notes in French and English for each interview.
- Plan and coordinate logistics for data collection.
- Participate in data analysis using software or tally sheets.
- Be open to learn new data analysis tools and methods.
- Must be able to travel regionally for face-to-face interviews.
- Ensure that the information collected is of high quality, is relevant, and reflects reality.
- Be able to work ethically and responsibly. Be far-sighted and adjust to situations to guarantee quality, unbiased information.
- Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the interviews.
Qualifications:
- Bachelor’s degree (Master’s preferred) in agriculture sciences, social sciences, economics, political science, or other related fields.
- At least five years of experience in data collection. USAID project data collection experience preferred.
- At least five years of experience in the agriculture and capacity building field
- Strong skills in facilitating Key Informant Interviews and other types of qualitative data collection
- Strong skills in note taking and transcription in French and English
- Strong skills writing reports in French and English.
- Fluency in English and French required; Creole strongly preferred
- Familiarity with development projects, USAID experience preferred.
- Proven leadership and organization skills to successfully support the baseline assessment team.
- Flexible, able to work well in a team setting, open-minded.
- Experience in working in insecure environments, environmental disasters, poverty.
- Background in qualitative and quantitative data collection methods.
- Strong gender and social analytical skills.
- Proven leadership and organizational skills to successfully support the Team Leader and the Deputy Team Leader.
- Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
- Good writing skills, including experience writing meeting reports.
