Job Title: Knowledge Management Officer

Location: Monrovia

Reports to: Chief of Party

The Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (JHU/CCP) specializes in developing and implementing social and behavior change (SBC) programs that improve health outcomes around the world. As part of the Breakthrough ACTION project in Liberia, JHU/CCP is seeking a full-time Knowledge Management Officer.

Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead its social and behavior change programming around the world. Led by the Johns Hopkins Center for Communication Programs

(CCP), Breakthrough ACTION partners include Save the Children, ideas42, Think Place,

Camber Collective, the International Center for Research on Women (ICRW), and Viamo.

Breakthrough ACTION has received USAID funding to implement activities under the Strengthening Social Behavior Change in Liberia project. The vision of the project is to deliver effective quality social and behavior change (SBC) activities in Liberia that will result in improved demand, access, and use of health services for malaria; maternal, neonatal, and child health (MNCH); family planning/ reproductive health (FP/RH); adolescent health; and water, sanitation, hygiene (WASH) and engage communities in behavior’s to prevent zoonotic and nonzoonotic infections in line with the Global Health Security Agenda (GHSA).

Summary of the position:

Lead the development, filing, archiving, and dissemination of key documents for the Breakthrough ACTION Liberia project.

Specific Responsibilities

  • Act as the focal point for project staff seeking project documents and ensure timely and effective responses to inquiries for documents.
  • Ensure all files are comprehensively maintained and up to date and are available for use in both hard and soft copy (internal and external reports, assessments, evaluations, etc.) Work collaboratively with program staff to identify and prioritize types of knowledge to develop and capture.
  • Support documentation of lessons learned, best practices, and proven innovations in program design, implementation, monitoring, and reporting to improve program design and implementation strategy.
  • Create a culture of sharing knowledge among staff and partners.
  • Monitor and disseminate regular sources of internal and external information and data and knowledge products with relevant staff members.
  • Work closely with the technical teams to identify and curate success stories and related photos from the field.
  • Identify and recommend ways to create, share and utilize knowledge within the organization to contribute to a culture of knowledge sharing among cross-departmental teams to ‘institutionalize’ best practices.
  • Provide support to ensure that internal and donor timelines and deadlines are monitored, managed, and met.
  • Work with technical leads in compiling and producing periodic reports (weekly, quarterly, and annual), highlighting the key progress/milestones achieved on the project; In collaboration with the COP, set team internal deadlines for providing inputs to the report and monitor/record achievement versus deadlines.
  • Provide support to program staff to develop presentations and other communication and visibility items to highlight our work and share with internal and external stakeholders and meet project requirements.
  • Facilitate the dissemination of specific information and documents, as and when required.
  • Provide the required support for donor visits and external evaluations, when required; Coordinate with country and field offices to collect and disseminate vital documents to make better use of information.

Qualifications

  • University degree in the relevant field (Public Relations, Communications, Development, Humanitarian Aid, International Relations, or social sciences); master’s degree preferred.
  • At least two years of experience working in relief or development programs.

Skills & Experience

  • Previous successful experience working in knowledge management on humanitarian and development projects.
  • Knowledge of USAID donor regulations and priorities.
  • Proven ability to coordinate projects across different units/departments.
  • Fluency in English; Self-motivated.
  • Detail-oriented, organized, and able to manage to compete for urgent requests and priorities.
  • Excellent communication skills.
  • Strong planning and organizing skills.
  • Ability to work in a multicultural context and be a team player.
  • Ability to work independently under pressure with tight deadlines.
  • Experience in liaison and communication with international offices and donors; Good diplomatic and negotiation skills.
  • Demonstrated ability to think creatively and take initiative.
  • Willingness to travel to the field as needed to document progress on activities.
