Lawyer In Ile De France M/F At Doctors Without Borders

Médecins Sans Frontières , an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

As part of a replacement and additional activity, we are looking for a LAWYER in Ile de France M/F.

Context :

Since 2017 Médecins Sans Frontières has managed a Day Center in Pantin (93) for Unaccompanied Minors, and provides support through three areas of activity: socio-legal, somatic health and mental health.

This operational program is supplemented by an accommodation system, called “Passerelle” and located in Sevran (93), and a Mobile Clinic operating in Ile de France.

Main Mission:

– As part of a multidisciplinary team and under the responsibility of the Manager of the Sociolegal Department, participate in the social/legal activities of the Ile de France project.

– Contribute to the multidisciplinary approach to legal issues and the progress of the UAM procedure included in the system.

– Promote access to the rights of unaccompanied minors included in the program.

– Participate in legal advocacy in favor of the presumption of minority, in conjunction with the head of the Sociolegal department, the Project Coordinator and the Advocacy Manager.

Responsibilities:

Under the supervision of the head of the socio-legal department:

– Ensure the monitoring of the legal procedures of young people included in the program of the Pantin Center and accommodation places as part of multidisciplinary monitoring;

– Support the files of unaccompanied minors to obtain their care by the child protection services: monitoring of files throughout the minority recognition procedure, drafting reports & concerning information in conjunction with health professionals , referral to the Defender of Rights, etc.

– Inform and advise unaccompanied minors on their request for educational assistance, transmit relevant legal information to the multidisciplinary project teams; center of Pantin and accommodation places;

– Identify and inform unaccompanied minors about asylum, support the young person in accessing an ad hoc administrator and ensure the handover with the ad hoc administrator and/or lawyers on the asylum application procedure;

– Facilitate the link between the unaccompanied minor and his lawyer;

– Assist young people included in any legal procedure as needed, and ensure effective guidance towards suitable actors, particularly upon exit from the program;

– Update the legal files of minors by scrupulously filling in the database designed for this purpose.

– Inform unaccompanied minors leaving the program about their rights and their future path via individual interviews or information workshops in conjunction with the multidisciplinary team, and encourage reorientation towards suitable legal partners;

– Carry out, in conjunction with the socio-legal assistant, administrative tasks;

– Delegate and supervise the individual monitoring of young people to the socio-legal assistant;

– Participate in weekly team meetings and nourish the multidisciplinary approach with the perspective of the legal department. Guarantee the confidentiality of information relating to young people and ensure their consent if it is necessary to share information.

– Participate in data collection related to advocacy or internal reporting activities (Sitrep).

– Inform your supervisor before making any decision outside of the previously established framework.

Required profile

Training: Bac+5. General lawyer in administrative law and administrative litigation. Specialty in immigration law, asylum and/or child protection is an asset.

Experience: Essential experience of at least 2 years with experience in foreigners’ law and child protection in France (association, NGO or specialized law firm/jurisdiction).

Languages: French required. English desirable.

Status and schedules:

Fixed-term contract (CDD) 12 months, renewable.

Conditions :

€3,077.41 gross monthly over 13 months. 22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11.00 (60% covered by MSF). 50% coverage of public transport fare or equivalent.
