ABOUT THE ROLE
The Lead Advisor, Impact and Evaluation, leads on Amnesty International’s impact assessment, and plays a key role in ensuring that sound MEL practices and tools are embedded across the organisation, leading to stronger project and programme planning and implementation.
JOB PURPOSE
Leading on strengthening Amnesty International’s human rights impact by continuing to refine and embed Amnesty’s impact assessment methodology, skills, and practice across the Amnesty movement. Supporting reviews, evaluations, and evidence-based reflections on key strategic questions and encourage a learning culture.
ABOUT YOU
You are a MEL expert, with experience developing and implementing MEL frameworks for projects and programmes of work.
You are accustomed to adapting MEL methods to meet different organisational requirements and can come up with pragmatic solutions to overcome challenges.
You are able to understand and analyse datasets to produce meaningful impact analysis and ensure findings are helpful to targeted audiences.
MAIN RESPONSIBILITIES:
- To lead the continued roll out and strengthening of Amnesty’s impact assessment methodology and standards to become a more flexible, adaptive and impactful global movement.
- To lead specific organisational-wide reviews and assessments and advise, facilitate and support reviews or other forms of strategic reflection conducted by other teams, ensuring quality standards, building capacity, disseminating the key messages and implement recommendations.
- To support internal strategy development processes to ensure Amnesty projects and campaigns are impact-focused, agile and measurable.
- To provide input and advice to external evaluation processes, when required, and work to ensure that findings are disseminated and integrated into organisational practice.
- To provide leadership across Amnesty on PMEL best-practice for human rights impact, monitoring trends in external environment and networking with relevant external organizations, and across the Amnesty movement.
- To participate in or lead internal strategic reflection processes, as appropriate and required, to help shape Amnesty’s direction.
- To work closely with other members of GSIP in a constrictive and positive way to strengthen project management across Amnesty International; and promote an impact-oriented and learning culture that strives to increase the impact of Amnesty International’s work
SKILLS AND EXPERIENCE:
- Strong, demonstrable expertise in the use of PMEL methodologies, and a track record of implementing them in complex settings, ideally, but not necessarily, in human rights
- Strong, demonstrable experience of using quantitative and qualitative methods of analysis to assess impact or organisational performance
- Strong, demonstrable experience developing and implementing MEL frameworks for projects, programmes or organisations
- Up to speed and interested to learn about the latest PMEL methods and practices, with an ability to implement pragmatic solutions to different organisational needs
- Excellent interpersonal skills and ability to work with a wide range of stakeholders, including ability to negotiate and influence them to achieve results
- Excellent verbal and written communication skills in English
- Experience managing and delivering projects (e.g., evaluations, impact assessments, or other) to high quality, by the timeline and on budget
