ActionAid is an international anti-poverty agency working in over 45 countries, taking sides with poor people to end poverty together. ActionAid Myanmar’s approach is building capacity among youth and supporting them to work for the community for short- and long-term development for their own community. One of its main programs is participatory community development (includes livelihood, health, education, women’s rights, DRR etc.); through fellowship for young people to promote development in Myanmar. ActionAid Myanmar has been working in partnership with Government, the local and national NGOs in different states and divisions.

Position Title : Lead – National Youth Resource Centre (NYRC)
Requirement : 1 post
Location : NYRC, Myaing (home based till further notice)
Compensation : Basic pay starting from 1,815 USD per month (Salary will be paid in MMK with monthly central bank exchange rate)-Negotiation upon experiences + other Benefits
Role Overview : This is an exciting position to nurture, develop and lead in the creation of a top-class institution dedicated to work with urban and rural youth and wider communities. The National Youth Resource Centre (NYRC) is an initiative that seeks to strengthen the capacity of local civil society organisations and networks and youth platforms with an aim to increase their participation in local governance and development planning. The lead role would be in charge of the overall management, strategic and financial planning along with external communication related to the NYRC. Specifically, s/he will lead on developing an annual training calendar for NYRC, ensure the development of quality training content and successfully organising of the trainings. NYRC lead will also play a crucial role in representing NYRC at national and international platforms.
Key Accountabilities / Responsibilities
NYRC development
- Take lead in the development of NYRC strategy towards making NYRC as one of the premier training institutions for community capacity building Take lead in the development of SE business strategy for AAM and long-term business plan for various SE initiatives in AAM – existing and new.
- Lead and develop training programmes contextualized to the emerging needs of the communities and ensure development of quality training curriculum for the courses for NYRC in consultation with domain experts and resource persons.
- Develop and lead on implementation of annual training calendar for NYRC.
- Develop online training platforms for NYRC.
NYRC – Representation and relationships
- Represent NYRC at key stakeholders’ meetings at national and international level.
- Forge strategic partnerships with other academic institutions, other training agencies and public, private institutions working on youth and capacity building initiatives.
- Map stakeholders and develop stakeholder engagement plan for NYRC.
- Build relationships with selected donors and develop quality proposals in line with NYRC objectives to raise funds for NYRC.
NYRC Branding
- Play a key role in building brand of NYRC as a premier institution for youth development.
- Ensure development of website for NYRC that is interactive and regularly updated.
- develop social media engagement plan and social media handles and work with content producers to bring visibility to NYRC on digital platforms.
- Build branding for NYRC through digital and social media and develop training curricula and calendars on emerging needs.
NYRC team development
- Recruit, nurture and manage a high-quality training team at NYRC.
- Build a cohesive, constructive and committed team, through effective motivation, participatory decision making, and collaborative communication etc. to promote staff productivity, working enthusiasm, and creativity.
- Plan performance KPIs with staff, and provides induction, training, coaching, mentoring, and advice to ensure that they understand and can carry out their responsibilities effectively.
- Conduct performance reviews and feedback to supervised staff and works with staff to develop follow up actions.
- Work with HR Function to identify training needs, development opportunities and recommend relevant training for supervised staff (and not limited to).
Partnership development
- Support the partnership team in negotiating donor’s and funding affiliates contracts/MOUs relevant to NYRC.
- Ensure full circle of grant management (including budget management compliances, reportings, communications, etc) for any grants related to NYRC after funding agreement.
- Proactively provide inputs for partnership team in developing and reviewing proposal on NYRC.
- Initiate, build and strengthen relationships with existing and prospective partners.
- Support to Map out the possible donors in country as well as through ActionAid Affiliates countries for both institutional and high value donors.
Reporting
- Develop NYRC report to Governance Lead, senior management team (SMT), donors and any other relevant stakeholder.
- Review, consolidate and share program reports within and outside the organization for shared learning as when necessary.
- Review project and donor reports before submission.
- Lead on quality progress reports, donor reports and other reports as required.
Monitoring and Evaluation
- Work with AAM Quality and Research team to develop monitoring framework for NYRC activities.
- Document the feedback from participants of the training programmes and work on the feedback to improve the delivery of the trainings.
- Ensure the quality of program implementation, conduct regular monitoring and reviews and evaluate in line with the requirements.
Financial Management
- Oversee budget management of the unit in collaboration with relevant Finance team.
- Manage any relevant cash flow management in NYRC.
- Ensure that all donor queries are answered satisfactorily in coordination with the finance team.
Audit and risk management
- Assess possible risk for the project periodically and take proactive measures to mitigate the risk.
- Contribute to AAM Risk mitigation and management by informing the risks identified by the project and consulting the line manager and SMT for appropriate measures.
- Support any audit requirement.
ActionAid Contract Management System (CMS)
- Responsible for creating and maintaining relevant pages (grants, projects and deliveries) for all projects managed.
- Update stakeholder (partners and donors) pages.
- Coordinate with ActionAid Myanmar Super Users and ActionAid affiliates regarding clarifications or questions.
- Identify team members needed on the system and ensure their participation (training and active use).
- Nominate one team member to share responsibilities in uploading documents, updating progress and tracking deadlines using the system.
Others
- Be responsible to adhere/ Comply with approved organisational policies and procedures.
- Any tasks as assigned by line manager.
Education & Certifications
- Master’s degree in social science, economics, development or related field
- Certified courses on youth development desirable
Essential Experience
- At least 7 years equivalent experience in programme management in NGO sector
- Extensive experience in managing training centers, leading community trainings and developing trainings for community development
- Knowledge of online training tools and proven experience of using these tools for community trainings
- Demonstrated high level experience in effective engagement across sectors: community development, capacity development
English Proficiency
- Proficiency in both English and Myanmar language

Technical Knowledge – An understanding of women’s rights, women’s leadership and decision making, gender-based violence and human-rights, particularly in the Myanmar context.
Communication – Expresses ideas clearly and concisely; disseminates training and community awareness information to men, women, and youth.
