Position Description
EnCompass LLC seeks Learning and Capacity Strengthening Advisor Bangladeshi local nationals candidates for an anticipated five-year United States Agency for International Development (USAID) monitoring, evaluation, and learning (MEL) support activity to be based in Dhaka, Bangladesh.
The MEL Activity will provide USAID/ Bangladesh with analytical and advisory services to improve performance management and advance learning in support of the Mission’s 2020-2025 Country Development Cooperation Strategy, Performance Management Plan, and Collaboration, Learning, and Adapting (CLA) Agenda. The Activity will provide comprehensive MEL services, including capacity strengthening and technical support, to USAID/Bangladesh, local organizations, and potentially the Government of Bangladesh.
This position is full-time and be based in Dhaka with travel throughout the country.
Position Duties and Responsibilities
Essential functions:
- Propose innovative MEL capacity strengthening and learning methods, applying state-of-the-art capacity strengthening and organizational learning methods
- Organize structured learning events for USAID and other stakeholders
- Support the development and implementation of the activities related to training and capacity strengthening in MEL
- Develop and implement tools for conducting Capacity Assessments and take leadership in implementing Capacity Assessment Plans targeting USAID/Bangladesh staff and select using best practices
- Facilitate learning agenda development and will lead tasks to institutionalize cross-sectoral, cross-Mission collaboration, and internal and external learning activities and events
- Establish methodological processes and standards that are compliant with USAID Evaluation Policy for project staff to adhere to on project monitoring and evaluation activities
- Employ strong collaboration, learning, and adapting (CLA) practices throughout the work, with an understanding of the USAID Program Cycle
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Qualifications
Academic Qualifications
- Master’s degree and 7 years’ experience; or PhD and 4 years’ experience in a social science, organizational development, development studies or a related field highly preferred
Experience and Skills
- A minimum of seven (7) years of progressively more responsible experience in leading the learning and capacity strengthening activities for donor development projects
- Superior skills in written and verbal English required
- Demonstrated expertise in facilitation and training in both large, formal settings and strong interpersonal skills for coaching and mentoring in informal settings
- Demonstrated experience in strategic planning, monitoring and evaluation, project design, and learning, including experience in applying learning to improve development programs and systems change for adaptive management of development organizations
- Familiarity with required USAID MEL policies and procedures, USAID CLA guidance and tools.
- Strong communication, interpersonal, diplomatic, supervision, and management skills required
- Working knowledge of and experience with USG-funded program management, policies, regulations and procedures
- Demonstrated experience in Collaborating, Learning and Adapting (CLA) preferred
- Previous work experience in Bangladesh preferred
- Familiarity with USAID/Bangladesh Mission is preferred
- This is a local in-country position (TCN also can be considered)
