Scope of Consultancy
The Inspection and Evaluation Division (IED) of the Office of Internal Oversight Services (OIOS) is undertaking a thematic evaluation of climate related security risks in peace operations. The objective of the evaluation is to assess as systematically as possible the opportunities, efforts and challenges of peacekeeping operations and special political missions to integrate and operationalize climate-related security risks.
The objective of the consultancy is to prepare and facilitate the Learning Forum and submit a report. OIOS-IED will provide documentation support to facilitate the reporting.
The facilitation is expected to apply engaging and interactive methods and tools to ensure optimal and inclusive participation of attendees. The consultant shall solicit the views and expectations of attendees as part of the preparation process.
As selected individual attendees from UN Special Political Missions and Peacekeeping Missions will be asked to prepare contributions (e.g., presentation), the consultant will provide support and guidance to attendees – in consultation with OIOS-IED.
1. The consultant shall produce an inception report, a facilitation plan and a final report.
2. The inception report shall explain the proposed preparation and facilitation process and methodology, including a timeline of activities.
3. The facilitation plan shall detail the agenda, session objectives, timing and methodology, as well as required inputs/materials.
4. The final report shall summarize the results of the Learning Forum. OIOS-IED will provide documentation support to facilitate the reporting.
REQUIREMENT
1. MA in international development, programme management, business management or any related field
2. Certification in facilitation and/or adult learning/training
3. Extensive facilitation and/or audit learning/traiining
4. Experience in applying, engaging participatory, and interactive facilitation techniques and tools
5. Bilingual (French and English)
6. Knowledge of the UN and especially the Peace and Security pillar is highly desirable
7. Knowledge of climate change/science and/or environment would be be beneficial
DURATION
The duration of this consultancy engagement will entail a total of 15 working days spread over a period from 01 July 2022 through 31 October 2022. The consultant will carry out the preparatory work and reporting remotely from their home location and is expected to facilitate the Learning Forum in person in Entebbe in the second half of September.
TRAVEL
The consultant may be required to travel to Uganda or any other location as determined by OIOS for the Learning Forum in September 2022. Travel expenses (flight, DSA and terminal expenses) will be covered by OIOS as per the prevailing organizational rules for consultants
