JIPS is an interagency service set up in 2009 and dedicated to bringing governments, displaced persons, host communities and national and international actors together to collaborate towards durable solutions for internal displacement. JIPS is a globally recognized neutral broker that supports collaborative and responsible approaches to data collection and use in internal displacement contexts, with a particular focus on developing national capacities, protracted displacement and durable solutions.

Over the years, we have become a recognised hub for guidance and capacity development around displacement data that makes sustained and strategic collaboration possible. We have developed the capacity of numerous international organisations and governments through our flagship training on profiling coordination, a unique residential programme that teaches not only the technical aspects of profiling but also the process of collab- oration around data and the coordination skills needed to do so.

JIPS is particularly well placed to support these activities through its long-standing experience in establishing nationally owned processes around displacement data. Firmly rooted in the 2021-2023 strategy is JIPS’ commitment to continue to develop the capacity of governments through in-country training, long term deployments and online courses, and by connecting governments with relevant in-country and international actors to contribute to a coordinated response and solutions at scale.

Our approach to capacity development is fuelled by our way of working, being field-focused, collaborative, human-centred, ethical, transparent, and an ‘honest broker’ to connect governments to relevant actors in the countries we support. We build and expand on our unique expertise to bring lessons from the field to inform global initiatives and discussions. In a similar manner, we integrate global standards and good practices into our tools and technical support in internal and mixed displacement situations.

DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Information Management and Innovation Head of Unit, working alongside JIPS team members through periodic check-ins, the Learning designer consultant will support developing a JIPS training tool box based on existing content, with the following responsibilities:

  1. Review and categorise the existing relevant training materials and content developed by JIPS (Profiling coordination training, durable solutions training, other tailored training materials).
  2. Draw the outline for each of the modules (the whole training package is aimed to 4 to 5 days), per thematic cluster and target audience, in accordance with the JIPS’s strategy 2021-2023 (https://www.jips.org/jips-publication/jips-strategy-2021-23/) and carry out stakeholder consultation (i.e., workshops, interviews) to validate the learning objectives and the proposed structure.
  3. Group the relevant existing content for each module and, alongside with JIPS team members facilitate the identification of content gaps and the development of the missing content. Conduct style editing and proof reading of the content to be pedagogical and suitable for training purposes.
  4. Develop all the training supporting content in terms of instructions to the user, learning objectives, exercises, activities, evaluation and any other sections agreed with JIPS.
  5. Organise an inventory of all content and the pedagogical tools (i.e., texts, videos, info graphs, exercises, activities, etc.) needed for its further development in the form of a hybrid training package (modular and online/in-person format). Develop practical guidelines with suggestions on how to deliver each module both virtually and face-to-face.

The deliverables of this consultancy will be subsequently handed over to a third-party desging and developer who will develop the training in the form of a hybrid (online and face-to-face) structure. The whole training package is aimed to 4 to 5 days.

DELIVERABLES

The Learning designer consultant will contribute to the development of the structure and the content of a JIPS training tool box based on existing JIPS training material and content. The training tool box should be tailored for the specific audiences and needs and its overall objective is to provide key concepts and strategic view to plan, monitor and operationalize durable solutions in contexts of internal displacement, focusing on the collaborative process around it. It will be tactical yet strategic and grounded in examples from country contexts.

Progress & Follow-up Meetings:

About the candidate

EDUCATION, EXPERIENCE & COMPETENCIES

EDUCATION

● University degree in communications, learning and development, social sciences, or related fields.

EXPERIENCE

3-5 years of relevant work experience demonstrating some/all of the following:

● Experience with developing training materials using mixed methods (remote/digital and face-to-face).

● Experience with content development, pedagogical learning and virtual learning objects.

● Experience in strategic thinking, stakeholder engagement and innovation.

● Experience in style editing and proof reading.

COMPETENCIES

● Knowledge and experience with remote/digital learning approaches and mix learning methods.

● Demonstrated knowledge in developing e- learning and online learning platform and courses.

● Strong written communication skills.

● Mind structured and organised.

● Experience in educational and pedagogical techniques.

● Language requirements: fluent in English. **
