LEBANON – DEPUTY COUNTRY DIRECTOR / HEAD OF PROGRAMS (H/F) – At Solidarités International

ABOUT THE MISSION…

MISSION: Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Bekaa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of Syrian refugees affected by the crisis. SI in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 12 staff members, while the national team represents around 100 staff members.

In 2021, the SI Lebanon mission has undergone an extensive Strategic Development exercise to (re)orient the mission given the contextual evolution and transition from a status-based towards a needs-based approach to it’s programmatic strategy. This transition entailed an internal analysis on the current programming and geographical coverage to determine the impact (both positive and negative) SI’s programming has had on the population of Lebanon over the last years.

With this, the programmatic strategy for 2022-2025 has been designed and will revolve around the following (3) axis:

  • Respond to the acute needs of vulnerable populations in the aftermath of sudden shocks;
  • Ensure delivery of basic services and strengthen coping capacities of vulnerable populations through a community-based integrated approach;
  • Build resilience of communities and systems through strengthening capacities of local stakeholders

The above will consider the integration of the following sectors – at both household and community level – considering the needs along the time continuum between Emergency and Development:

  • WASH
  • Public Infrastructure
  • Disaster Risk Management
  • Food security and Livelihoods including Agriculture – new sectoral focus of SI Lebanon

For 2022, SI Lebanon annual portfolio is an estimated 10 M USD from Unicef, ECHO, AFD/Danida, OCHA, MADAD/EU, UNHCR, CIAA.

ABOUT THE JOB

General objective:

In close collaboration with the Country Director (CD), the DCDP prime objectives are to provide leadership and management of the strategic programming, overseeing the strengthening of SI’s programme development, quality and accountability. The DCDP ensures the internal coherence between program activities and is responsible for ensuring that programs are driven by needs, based on evidence, adaptable to contextual changes and conflict sensitive, monitored closely and resourced appropriately.

  • Capacity to be extremely reactive as turn-around timeframes are often very short

Education:

  • Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations

Experience:

  • Minimum 5 years work experience in similar setting (emergency, protracted crisis, and/or development)
  • Minimum 2 years work experience in a similar position (senior management, head of programs, programs’ director)
  • Experience in implementing/supervision emergency, early recovery and development projects;

Technical skills and knowledge:

  • Knowledge of emergency, early recovery and development programming
  • Technical knowledge of WASH, Shelter, DRR, RRM, FSL and/or MEAL is an asset

Soft skills and spirit:

  • Autonomy
  • Flexibility
  • Stress management skills: the ability to work under pressure to meet tight deadlines, with peaks of heavy workloads
  • Team player with impeccable communication skills

Languages:

  • Fully fluent English: speaking, reading, and writing skills;
  • Knowledge of French is an asset

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 2860 euros gross per month) and a monthly Per Diem of 750 USD

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.**

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Specific update related to context:

The political and security situation in Lebanon is complex and volatile and domestic tensions remain high. A Financial and Economic crisis has been hitting Lebanon hard, with high inflation, major loss of value of the local currency and shortages (on fuel, electricity, medicines, etc.).

International tensions are as well important in the country and in the area.

Despite these on-going internal and external tensions, Lebanon’s security situation is currently acceptable. There is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions even though Akkar and the Beqaa valley include some no-go areas. The security measures in place could still be upgraded quickly depending on the context’s evolution.

Key information about living conditions:

As the country’s capital Beirut is home to many iNGOs, UN agencies, and international news networks. The city is a very modern city, where you can find all kind of restaurants, shops, international libraries, bars, cinemas, etc.

Depending on the employee’s contract, SI Expats can be hosted in the Beirut guesthouse.

The Beirut guesthouse is located inside the city – Sodeco area -, at walking distance from shops, cafes and restaurants. The city hosts cinemas, gyms and reputable walking and hiking trails. Each international staff member has its own room, access to 24/7 electricity and Wi-Fi, a central heating system for the winter as well as air conditioning for summer months.
