LEGAL ADVISOR – Based in Amman, Jordan

◉ Context

MSF’s operations are managed by 5 Operational Centers based in Paris, Barcelona, Brussels, Amsterdam and Geneva, linked within an international movement (MSF Movement) comprising a total of 24 associations.

The Intersection Legal Department is currently the only intersection department of the MSF Movement. Its members are based in the different Operational Centers. Its mission is to provide legal support and analysis to the MSF Movement and to the different Operational Centers, sections and offices, and MSF International.

Under the hierarchical supervision of OCG Director of Operations and within the MSF Intersection Legal Department (ILD), under the responsibility and supervision of the Head of Legal and Administrative Framework of Missions, the main mission of the Legal Advisor is to provide legal advice and support to the operational teams concerning the administrative and legal framework of MSF Switzerland’s field missions and projects, in collaboration with Legal Advisors already in place (mostly with those based in Geneva and Dakar).

He/she ensures the coordination and coherence of the legal framework of all the different areas of activity of the Legal Unit, and participates in the development of legal policies related to these areas, in order to understand and manage the risk on the areas of the Legal Unit, including:

  • Registration of structures and individuals, and governance of MSF operational entities
  • Negotiations with national authorities: MOUs, Agreements and various exemptions (member of the SHIELD project: Sustainable and Humanitarian Intervention through Exemption and Legal Derogation)
  • Field contracts and commercial relationship management
  • Support to the supply chainFollow-up of various tax and administrative obligations, and management of various audits
  • Financial risk management and insurance coverage

The position involves close collaboration with other lawyers in the Intersection Legal Department (whether in the OC or in other sections), but also with the various departments of the MSF-Switzerland, as well as with the teams in the field and the international working groups.

This position is based in Amman and involves regular travel to the field and occasionally to the various MSF sections.

The priorities for action, the substantive issues to be addressed, the countries to be followed in particular and the division of tasks with the other legal advisers in charge of the administrative and legal framework of the missions are based on a delegation, according to the annual evaluation of MSF-Switzerland’s operational needs, carried out by the Head of the Legal Unit.

◉ Main Responsibilities

Within the framework of this delegation, the main activities are as follows:

  1. Participate in the definition of legal policies
  2. Provide advice and support to the teams at HQ level, at field level and to the network of legal advisors
  3. Participate in legal projects
  4. Transfer his/her legal skills
  5. Carry out legal monitoring on its specialties / priority subjects

◉ Requirements

Experience:

  • Minimum 5 year’s professional experience
  • Generalist background in law; potential areas of expertise in international legal matters is a plus, as well as experience in Common Law
  • MSF operational experience in the field is strong plus (at least in a humanitarian organization)

Professional competences:

  • Ability to translate an operational negotiation into legal language
  • Rigor, clarity and ability to adapt to different legal systems
  • Good knowledge of the organization and functioning of MSF is an asset
  • Good command of computer tools.

Languages:

  • Fluent in French and English
  • Arabic is a clear asset

Personal Abilities:

◉ Contract

  • Full-time position 100%
  • Open-ended Jordanian contract, commitment to 3-years term, renewable once and maximum 6 years assignment (mandated position)
  • Position based in Amman with regular visits to the field
  • Ideal start date: ASAP
  • Gross monthly salary: JOD 3’000 – (+ seniority in MSF) according to the internal regulations and salary grid of MSF in Amman
  • Relocation package for staff recruited from abroad
