Legal and Policy Lead At Chemonics

Chemonics seeks a Legal and Policy Head on the USAID funded Higher Education Development Support (HEDS) Activity. The USAID funded Higher Education Development Support (HEDS) Activity will support Vietnam’s Ministry of Education and Training (MOET) goals to modernize and internationalize the Higher Education sector, expand access to quality Higher Education, and develop the human resources required, especially in the areas of science and technology. This position will support HEDS’ objective 1 to optimize policies and regulatory frameworks around university autonomy, management, and budgeting; improve quality assurance and accreditation to extend academic excellence; and build policies and investments supportive of world-class research and technology transfer.

Responsibilities:

  • Leads Objective 1 activities to assist MOET with a comprehensive policy analysis of the current Higher Education Law and related regulations and identify areas requiring regulatory reform or updates.
  • Conducts policy analysis, facilitates consultations, develops policy recommendation briefs
  • Facilitates MOET, Vietnamese HEIs, and relevant stakeholders to collaborate on policy findings, recommendations, and initiatives
  • Engages key stakeholders and decision-makers in the HEI policy processes
  • Provides support to MOET in development and implementation of applied policy changes
  • Supports and designs technical assistance and capacity strengthening for MOET, HEIs, and other institutions involved in the Higher Education policy process
  • Assists MOET in communicating and implementing recommendations to all stakeholders
  • Provides legal and policy support as needed for digital transformation and HEI partnership activities
  • Supervises organizational development specialist and short-term consultants

Qualifications:

  • Bachelor’s degree in educational management, social science, law, or another relevant field; Master’s degree preferred
  • A minimum of 8 years of progressive responsibility managing human and institutional capacity development and/or education policy and enabling environment-related programs in Vietnam
  • Proven success in leading higher education policy analyses, developing policy recommendations, and implementing policy changes
  • Demonstrated expertise in Vietnam’s higher education policy environment
  • Strong existing network with relevant higher education policy stakeholders in Vietnam
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and oral communication and presentation skills in English and Vietnamese required
