BACKGROUND

The Norwegian Refugee Council (NRC) is an international humanitarian organisation founded in 1946 and is the only Norwegian organisation specialising in international work with refugees and displaced people.

NRC began operations in Panama in 2008, carrying out activities aimed at promoting and protecting the rights of displaced and refugee populations, regardless of their age, gender, social status, ethnicity, religion or nationality.

OBJECTIVE OF THE CONSULTANCY

Hire RSD legal consulting services at the NRC Panama office.

SCOPE OF THE CONSULTANCY

In close coordination with the Panama Office Coordinator, the ICLA Team Leader and the Support Coordinator must carry out the activities to achieve the objective and products described below.

PRODUCTS

  1. Preparation of Reconsideration Resources in the first and second instance of the refugee status application process in Panama.
  2. Preparation of documents, requests, submission of additional reports, extensions, presentation of evidence and any other activity associated with the refugee status procedure in Panama.
  3. Legal assistance, information and guidance on the refugee status application process for cases assigned by the ICLA Coordination or ICLA Team Leader, in the field or in the office
  4. Preparation and delivery of a monthly report on the cases attended to, described by age, gender, nationality and legal status in the country.
  5. Updating Country of Origin Information to Document Writings
  6. Supporting cases, reporting incidents to authorities regarding limitations on PNPI access to rights or arbitrary detentions.
  7. Home visits for interviews, case monitoring or any activity associated with the process of applying for refugee status in Panama.
  8. Any other activity assigned directly by ICLA Coordination.

CONTRACTOR PROFILE

  • Professional graduate in Law and Political Sciences with a minimum of four (4) years of experience.
  • Prove work experience with International Organizations and International Cooperation Agencies.
  • Knowledge of national legislation on determining refugee status in Panama, as well as international agreements signed with Panama.
  • Proven knowledge and experience in preparing documents, reports and activities associated with determining refugee status in Panama.

  • Positive attitude and ability to resolve conflict situations.

The parties accept these Terms of Reference expressed herein, and in faith thereof we sign this document, in two copies of the same content and value, in the city of Panama on the respective start date.
