The Rule of Law Initiative of the American Bar Association (ABA ROLI) seeks an individual to serve as a program officer to support the work of the Legal Reform Fund (LRF) program in Guatemala. LRF is a three-year global project supported by the Office of Global Women’s Issues (S/GWI) of the US Department of State to address barriers to the full and effective participation of women in economic life in five key areas, including the equitable abilities to access institutions; participate in the workforces; acquire, own, and manage property; build credit, and travel freely.
The selected individual will lead activities on-the-ground in Guatemala in collaboration with a regionally based program coordinator and a US-based team comprised of ABA ROLI staff and pro bono attorneys to lead activities in Guatemala to mitigate barriers to women’s economic empowerment identified through a previous assessment process. The position is envisioned as a mid-career opportunity for an individual with significant experience in relevant sectors with a commitment to gender justice and equality.

Key responsibilities
· Work with the regionally-based program coordinator to implement programming to advance women’s economic empowerment in Guatemala, including furthering relevant legislation and strengthening the capacity of institutions and organizations with a mandate to protect women’s labor rights.
· Work closely with a team comprised of ABA ROLI staff located in Washington DC, pro bono attorneys, reporting directly to the program coordinator for Guatemala and DC-based Program Director.
Manage and establish institutional relationships with institutional operators, key informants and interested parties.
· Bear responsibility for monitoring program deliverables, input data into management systems, and provide initial drafts of country updates for donor reporting.
· Participate in weekly team meetings.
· Ensure compliance with all relevant ABA financial and operational procedures, and with support from administrative staff, provide regular financial reporting.
Required qualifications
· University degree in law, gender studies, development studies, sociology, public policy, or social sciences and 3-5 years of related experience.
· Familiarity with the legal, labor and economic context of Guatemala.
· Demonstrated project management skills (for example, ability to support multiple priorities, adapt to changing project/job needs, and deliver timely results).
· Excellent communication skills (oral and written) in Spanish and English.
· Significant experience in managing institutional work relationships with representatives of the government, national politicians, and representatives of civil society.
· Confidence in leading logistics and event operations independently from conception through implementation and evaluation/reconciliation.
· Familiarity with Microsoft Office, Microsoft 365 and remote communication tools.
Preferred Qualifications
· Proven work experience on issues related to women’s economic empowerment and gender equality.
· Direct work experience with Guatemalan governmental actors, non-profit organizations, and civil society organizations.
· Familiarity with Guatemalan law – specifically in the realms of human rights and labor.
· Prior work with Guatemalan financial sector.
· Experience working with international organizations.
· Experience in data analysis and monitoring and evaluation.
