The objectives of this consultancy are as follows:
a) To holistically assess Sawa’s approach to developing strong community-based informal governance approaches through the formation of CRPCs including the development, implementation, staffing, monitoring, evaluation and adaption of the approach.
b) Comprehensively document the learnings from this model, including the achievements, better practices, as well as the challenges, and provide practical recommendations to further develop and refine this approach going forward. This includes providing an outline of the steps involved, guidance and tips/templates for the replication of the approach, reflection on the gender and power dynamics and interests at various levels, along with recommendations on the key considerations and risks to be addressed in future programming.
The consultant will be expected to deliver a learning document that will capture a tried and tested community-based approach, and influence how Sawa advance their work through community-based mechanisms. It should reflect comprehensively on project (approach) development, implementation, staffing, monitoring and adaptation. It should also reflect critically on the risks and how these were and can best be mitigated.
Additionally, the report should reflect on power dynamics between Trócaire, Sawa and the refugee community, the refugee communities and host communities (i.e., between employers, landlords, services providers, clan leaders and refugees) and identify obstacles and opportunities that may affect the shifting of power from the local actors to the communities.
The report is expected to reflect the relation between authorities’ disentanglement from management of refugee crisis and emergence of informal governance structures (i.e. self-initiated and NGO-facilitated schemes, etc.). It should also reflect how because of the increase of social tensions between Syrians and Lebanese, the ITS has become more isolated as if had they been self-governed spaces. Refugees’ autonomy has qualified them to devise a sense of appropriation of the space, and network resources and wage-paid and voluntary work opportunities, especially those offered by NGO). It also expected to address the development of gender dynamics and the representativeness of women and youth, shift in roles, collective decision-making in camps, and the role of such committees in securing livelihoods opportunities.
The main audience for this report includes Sawa’s programme staff, and Trócaire staff in country offices. The report should summarize good practices, challenges, and lessons learned, and should provide practical recommendations for Sawa and Trócaire to take forward, with the aim of promoting effectiveness and durable solutions.

Proposals should include
a) CV of the consultant(s), outlining relevant experience, accomplishments, and contact information of 2 references.
b) A written proposal, outlining the proposed schedule/work plan and the consultant’s proposed fees/daily rate, with justification.
c) Conflict of interest statement: Applicants should state clearly whether they have an actual or potential conflict of interest with the staff, volunteers, and/or board of Trócaire.
d) 2 writing samples of similar/relevant work.
Each technical proposal will be evaluated based on technical quality; background and experience of the consultant; and value for money.
