Liaisons Officer At Tetra Tech

The USAID-funded Clean Cities Blue Ocean project in Maldives, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Consultant Liaisons Officer. This position will be located in the main office in Male.

Position Description/Summary: The CCBO activity is a five-year initiative of USAID which will serve as USAID’s flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities.

Liaison function

* Arrange meetings with Ministry, Island Councils, HDC and CCBO

* Develop relevant agreements with Island Councils and CCBO

* Attend periodic meetings (virtual/in-person) with USAID and Maldives stakeholders;

* Draft correspondences and documents as requested by CCBO and GM

Field-based MEL oversight

* Validate and support finalizing the baseline assessments results with key stakeholders in engagement sites and further the 3R/SWM planning process.

* Assists in the monitoring of overall implementation of program activities by collecting data in the field and reporting at the output and outcome level in accordance with monitoring, evaluation, and learning (MEL) plans

* Supports MEL officer to ensure timely and accurate data collection and reporting for pre/post-intervention assessments, activity monitoring, surveys, and evaluations, using quantitative and qualitative tools, including but not limited to focus group discussions, key informant interviews, qualitative observation, and surveys

Engage the private sector on 3Rs

* Work with CCBO team in exploring and facilitating potential Private Sector engagement opportunity

Qualifications:

* Bachelor’s degree required in relevant field such as international development, business administration, economics, etc.

* At least 4 years’ experience in similar role preferably for international development and USAID

* Ability to travel within Maldives up to 40% of the time, as is possible given any COVID-19 movement restrictions in place during the period of the consultancy.

* Advanced proficiency in speaking and writing in English.

* Experience in municipal solid waste management, ocean plastics, materials management, recycling services

* Proven track record facilitating solutions to problems

* Excellent project and data management skills

* Excellent communication and teamwork skills

* Ability to work under pressure and meet tight deadlines

* Must be comfortable working in a fast-paced work environment, with occasional meetings to accommodate differing time zones.
