Yemen is described as the world’s worst humanitarian crisis and it is also home to the world’s largest aid operation. The conflict has resulted in the deaths and injuries of tens and thousands of people, widespread destruction of schools, medical facilities and other civilian infrastructure, as well as massive violations of the laws of war. Millions of people are one step away from famine, the economy and currency continue to collapse, and ongoing restrictions on commercial imports such as fuel and Covid-19 is further exacerbating the humanitarian situation. Yemen’s conflict is the key driver of the humanitarian crisis, leading to mass displacements, destruction of public services, the economy and livelihoods.

Specific responsibilities

1. Lead the development of a robust and ensure an up-to-date and relevant Livelihoods and Food Security strategy, outlining the key strategies, activities, outputs to enable NRC to respond to humanitarian needs relevant to the context and in line with regional and global LFS strategies.
2. Collaborate closely with M & E colleagues as well as other CC (Core Competency) Specialists to conduct needs-based market assessments, and ensure that these remain up-to-date to ensure evidence based strategy development and decision making in programme design.
3. Proactively work closely with the Head of Programme in defining the funding plan/strategy for the Livelihoods & Food Security strategy and provide sound and proactive technical leadership for developing winning proposals to donors.
4. Support Area Managers and program staff to implement funded projects in accordance to technical standards to ensure technical quality.
5. Technically review reports to support NRC obligations to donors.
6. Take proactive steps to integrate Livelihoods & Food Security into other NRC programmes and promote the uptake of appropriate approaches that enable NRC to deliver cash and market-based and safe programmes better.
7. Represent NRC primarily at relevant forums including act as national FSAC cluster co-lead; and take proactive steps or seek support from others to influence the strategy and agenda or advocate as may be appropriate.
8. In collaboration with relevant colleagues, develop staff capacity in evidence-based Livelihoods and Food Security programme in humanitarian settings.
9. Provide technical leadership in responding to emergencies, market-based programming, innovation, protection, environment and nutrition sensitive programming in the Livelihoods and Food Security CC.
10. Develop a fit-for-purpose system and tools for Continuous Quality Improvement and Learning in Livelihoods & Food Security programmes; and proactively document and disseminate lessons learnt
11. Collaborate and support strategic partnerships with other institutions that can support NRCs work, and share collective learning within NRC’s networks.
12. Proactively undertake any additional duties as may be necessary to promote the Mission of NRC, and as requested by the Head of Programme

Professional Experience for this position:

• Minimum 4 years experience in a senior livelihoods and food security programming position in a complex/protracted humanitarian context, preferably in the Middle East region
• University degree in relevant area; agriculture, rural/urban economic development, or other relevant social sciences; Master’s qualification in related area an advantage
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal

Contextual knowledge and experience:

• Solid experience in livelihoods, food security, market based and social protection or resilience programming.
• Experience in community based and participatory programme planning and implementation approaches, with operational experience in emergency livelihoods & food security programming (agricultural, livestock, cash, voucher, in-kind food assistance) using conflict sensitive approaches
• Familiar with conducting market assessments and Value Chain Analysis
• Solid experience in livelihoods programming in protracted crises and NEXUS
• Good understanding of and experience in Economic Inclusion, Urban programming and Youth programming
• Experience of applying analytical principles that structure household economic analysis and livelihoods approach
