OBJECTIVE OF THE WORK

Under the supervision of the Project Manager, the MdV officer will be responsible for supervising and implementing the activities of the livelihoods component of the project Multisectoral and Integrated Response to Water, Sanitation and Hygiene, Livelihoods and Protection of Women in Indigenous Communities in the State of Amazonas, Venezuela funded by the French Government (CDCS), in Puerto Ayacucho.

Among your main tasks, you will be responsible for leading the activities of the MdV component of the project to ensure that the scope, budget, schedule and quality are in accordance with the different project specifications, donor requirements and Acted rules and procedures.

FUNCTIONS

 Develop MdV activities on the ground, ensuring that international standards and guidelines are met, and that activities are aligned with Acted’s MdV strategic plan and identified needs.
 Plan the various stages of project activity execution and set direction
by prioritizing and organizing activities and resources to achieve project objectives.
 Ensure that project execution is on time, within target and within budget.

Anticipate and mitigate risks associated with the implementation of MdV activities throughout project execution.
 Monitor MdV activities carried out by the organization’s staff under their charge, as well as compliance with the implementing partners’ work plans on MdV issues.
 Collect, analyze and share information on MdV needs and the MdV situation in Amazonas.
 Lead the design process of MdV interventions in all sectors in which the
organization works (Protection, WASH), preparing the technical specifications, quantities of work and
specific characteristics related to MdV throughout the design, bidding,
procurement, installation and operation process of infrastructure works or program team activities.
 Carry out on-site supervision, ensuring that materials are used in accordance with the requested quantities of work; maintain records and coordinate with the logistics and procurement unit and infrastructure assistants any adjustments.
 User and beneficiary training: Support the selection, training and management of users or beneficiaries of MdV actions, including the strengthening of local leaders and community volunteers.
 Supervise that target communities and local authorities in charge of MdV participate in the design of activities and delivery of goods or services, promoting a sense of ownership.
 Plan the logistics, administration and coordination of meetings, workshops and training of the
project under the WASH component.
 Project Reports and Records: Write reports and maintain records of project MdV activities, including research reports;
sex/gender/special needs disaggregated information of beneficiaries; monitoring reports, etc.
 Support the identification and documentation of good practices, beneficiary stories and lessons learned from MdV programming.
 Contribute to the development of concept notes and project proposals in the MdV component.
 Represent Acted in relevant spaces, including thematic group coordination meetings, MdV clusters and meetings with implementing partners when necessary.
 Ensure that all data and information of MdV components in the project are
appropriately archived and shared on Sharepoint.
 Any other tasks or responsibilities designated by the Project Manager, Base Manager or Area Coordinator

REQUIREMENTS
Mandatory:
 Professional degree (undergraduate or master’s degree) in agricultural engineering, environmental engineering or other
related discipline.

 At least two (2) years of relevant experience in WASH project implementation.
Preferably in an international NGO.
 Handling of generic humanitarian guides and manuals such as the Sphere Manual.
 Experience in dealing with national partners and local/governmental authorities.
 Experience in proven organizational skills.
 Experience working in multicultural work environments .
 Mastery of Microsoft Office Package.
 Soft skills: dynamism, leadership, team management, autonomy, high attention to detail, responsibility, assertive communication, results orientation, transparency, flexibility.

Desirable (not mandatory):
 Experience in training and education.

CONDITIONS
 Contract for the provision of services for 9 months with the possibility of renewal depending on
budget availability and performance.
 Place of work: In person at the ACTED office in Puerto Ayacucho.
 Professional fees according to the organization’s scale.
