Context
The Norwegian Refugee Council (NRC) conducted assessments in 07/2023 following the resurgence of violent clashes in Sudan that led to massive displacement of people from Darfur to eastern Chad (nearly 940,000 refugees and returnees in 12/2024). As a result, NRC was registered and has been working effectively since the last quarter of 2023.
As the country office is recent, NRC’s programs in Chad focused in 2024 on the sectors of emergency education and vocational training for young people, the construction of shelters and infrastructure, including associating the water, hygiene, sanitation (WASH) sector, and the information, advice and legal assistance (ICLA) sector for populations forced to move. In 2025, NRC in Chad aims, in addition to maintaining and strengthening these sectors, to develop integrated livelihood programming focused on employment (particularly for young people). Initial funding has already been secured and the project in consortium with several national and international actors should be launched soon.
Many challenges in terms of project launch, coordination with other actors present in the targeted areas (in the camps and surroundings of Metché, Arkoum and Alacha), inter-agency coordination (cluster and working group) for technical advocacy, innovation and incubation of ideas for the extension of the Livelihoods and Food Security portfolio in Chad.
Role and responsibilities
The Livelihoods and Food Security Program Development Manager is responsible for the design, development and implementation of the LFS strategic program for the NRC office in Chad, particularly in the East. Here is a brief description of the position.
- Develop the sector strategy, SOP technical guidelines and a macro logical framework for basic livelihoods and food security;
- Ensure compliance and adherence to NRC policies, strategic program tools, manuals and guidelines;
- Responsible for the development of funding proposals, project budgets and reports due to donors and relating to his/her area of expertise and the projects associated with it;
- Ensure overall technical management of personnel linked to LFS components and projects;
- Coordinate and manage the implementation and effective steering of livelihood, markets and sustainable employment opportunities projects (activities, budget and project documentation) in accordance with NRC proposals and strategy;
- Ensure monitoring of compliance with contractual commitments, guarantee high technical quality and synergies in the implementation of the project not only with other sectoral programs and also with the MEL manager;
- Ensure the recruitment, integration and managerial monitoring of all personnel reporting to the LFS;
- Ensure the strengthening of the technical capacities of its team members and the transfer of key skills, including through quality training and continuous supervision during visits to intervention areas;
- Liaise and collaborate with relevant local and national authorities and stakeholders, and represent NRC in forums, working groups and clusters on food security and livelihoods and sub-groups on market analysis etc.;
- Draft with the Advocacy and Communication manager a note highlighting the main advocacy issues in his field and proactively ensuring good visibility of NRC and the activities undertaken with populations and communities.
Generic professional skills for this position :
- At least 4 years of experience in a similar position in humanitarian and recovery contexts with a strong nexus appetite;
- Experience and strong appetite for innovation and the incubation of ideas as well as approaches in the context of conflicts;
- Experience working in complex and volatile contexts;
- Expertise in LFS – with particular emphasis on economic and social dimensions (social safety nets, market systems, employment support, entrepreneurship, the agricultural sector, and value chains, as well as understanding and sensitivity to gender in its required areas);
- Knowledge of one’s own skills and leadership profile;
- Fluency in English and French, both written and spoken. Arabic is a plus.
Contextual/specific skills, knowledge and experience:
- Excellent leadership and appetite for creating and developing a fully-fledged technical domain;
- Excellent interpersonal skills for internal and external collaboration (active consortium, cluster and working group) involving strong oral and written fluency (strategic communication);
- Experience using systems thinking to identify and address issues and barriers to the socio-economic integration of displaced persons.
- Knowledge and experience in analyzing and assessing household livelihood needs is required.
- Motivating manager to build a committed and involved team, including with other colleagues and sectors already in operation;
- Initiator and facilitator of change;
- Ability to work and live in a relatively harsh environment.
