Livelihoods and Food Security Team Leader – Maracaibo (Venezuelans Only) At Norwegian Refugee Council

The purpose of the LFS (Livelihood and Food Security) Team Leader position is to oversee the implementation and evaluation of the delegated portfolio of LFS competition projects in accordance with NRC proposals, strategies, requirements and technical quality.

Duties and responsibilities

Generic Responsibilities
1. Comply with NRC policies, standards, strategies, tools, manuals and guidelines.
2. Manage the performance and development of the work team under your supervision.
3. Support the LFS Coordinator in monitoring the project budget.
4. Monitor the progress of the implementation of LFS projects on a daily basis.
5. Prepare and develop periodic progress reports and other documents as necessary, including challenges and solution alternatives with the periodicity required.
6. Ensure proper physical and digital archiving of documents.
7. Ensure the development of capabilities of the project staff in charge and transfer key skills.
8. Promote and share ideas for improvement and necessary changes in activities and projects.
9. Liaise and collaborate with relevant local authorities and other key stakeholders.
10. Promote the rights of internally displaced persons and returnees in line with the advocacy strategy.

Specific Responsibilities
1. Supervise the implementation of all LFS project activities, ensuring that the established schedule and technical, operational and security standards are met.
2. Regularly carry out technical field visits to monitor and evaluate the progress of activities, identify challenges and propose solutions.
3. Collect relevant information about the needs, areas and new or better opportunities for implementing the LFS program in the assigned area as input for the preparation of proposals, reports, lessons learned, etc.
4. Document, with the periodicity required, the implementation of LFS project activities in your office through progress reports, means of verification, visit logs or other documents as necessary.
5. Follow up so that the LFS team in the area complies with the procedures established by NRC associated with Support, Monitoring, Evaluation and Learning (MEL) and programs within the framework of the projects implemented by the competition.
6. Analyze the collected information with your team and prepare the corresponding reports to support your supervisor in guiding the LFS response strategy in your office.
7. Ensure that the registration and identification systems of project participants are appropriate for data protection.
8. Establish links of respect and closeness with communities, institutions, contractors and humanitarian actors during the implementation of LFS projects, as well as raise awareness/disseminate the transparency processes/complaint mechanisms established by NRC.
9. Participate in the improvements, design and standardization of NRC methodologies, protocols and tools, and actions that allow analysis for prioritization of care, selection of the population with greatest needs and of interest to NRC following its mandate.
10. Promote the participation of people, households and communities within the framework of emergency assistance and support for durable solutions from the LFS Competition and all phases of the projects, as part of Safe Programming.
11. Supervise teams, work on motivation, validate follow-ups and assigned activities.
12. Other tasks assigned by the supervisor in compliance with the objective of the position.

Qualifications

Generic professional skills:
• University graduate, preferably in agronomy, agricultural production, food technology, veterinary training, food safety, etc.
• Verbal and written fluency in the English language is desirable.

Context/Specific skills, knowledge and experience:
• Minimum 3 years in project management and team supervision
• Proven experience in a similar or equivalent position.
• Experience in community revitalization, group management, and in environments of high vulnerability and social marginality.
• Previous experience working in complex and volatile contexts.
• Documented results related to the responsibilities of the position.
• Work with populations with different types of vulnerability, victims of conflicts, violence, among others.
• Writing technical reports.
• Proficiency in the use of office tools relevant to the management of the LFS competition
• Availability to travel in the states where NRC has a presence and spend the night on the ground.
