Position Title: Livelihoods Case Worker

Background

The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.

Currently, CRS Egypt has three main programs: education assistance program and livelihoods program for refugee support, and local partnership. Projects under these programs range from the provision of technical assistance and capacity building to partners, promoting peace and tolerance, educational grants for refugees and assistance to refugee community schools, and technical support and start-up funds for refugee and vulnerable Egyptian entrepreneurs. Additional programming includes Emergency Preparedness and Response projects that arise as needed. The Operations department, supported by a regional Management Quality unit, ensures the country program develops and maintains the highest level of operational standards.

CRS Egypt currently holds a main office in Cairo, and a sub-office in 6th of October, with an objective of serving vulnerable communities through community-based hubs located in 6th of October and Ain Shams.

The CRS Livelihoods Program is funded by the United Nations High Commissioner for Refugees (UNHCR), the Department of State Bureau of Population, Refugees, and Migration (BPRM), and the International Labor Organization (ILO) to support business start-up and expansions for refugees and asylum seekers of all nationalities in Cairo. Assistance is provided in the form of business and legal trainings, grant funding, and post-grant mentoring to ensure businesses’ sustainability.

Job Summary:

You will assist project implementation by working directly with applicants, local partners, and community members, coordinating various project activities and events in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable. Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact. Under the supervision of the Project Officer, you will facilitate livelihood field activities to support vulnerable project participants and support other functions.

Job Roles and Responsibilities:

  • Delivers and monitors outreach activities designated to engage target population and bring knowledge on project services. Compiles data, perform data entry, and data verification in relation to project implementation. Keeps records of beneficiaries’ status and progress throughout the lifetime of the project.
  • Engages in a collaborative case management process that entails continuous assessment, planning, facilitation, care coordination, and evaluation for options and services to meet target population`s needs.
  • Develops a resiliency plan to identify project beneficiaries` needs, fill in the gaps, and report out on progress. Conducts follow-up calls and meetings with assigned beneficiaries to implement resiliency plan, assist in problem-solving and make additional referrals, as needed according to the project’s timeline.
  • Refers beneficiaries to service providers for vocational training and skills development in accordance with the individual resiliency plan. Refers beneficiaries with protection and legal issues to appropriate and specialized services. Acts as liaison between the services providers referred to and the assigned beneficiaries to ensure a proper implementation of the resiliency plan. Refers beneficiaries who meet the criteria to internal pathways of the project to receive other services.
  • Provides feedback to CRS supervisors on progress of services and highlights any issues that need to be addressed immediately.
  • Reports on activities implemented and results achieved and issues affecting the targeted community. Identifies and documents successful beneficiaries as success stories.
  • Participates in regular team meetings and reflection exercises to discuss project implementation and strategies for improvement.
  • Other related duties, as assigned

Monitoring, Evaluation, Accountability and Learning Support:

  • Collect quality data using MEAL tools on a timely basis.
  • Support compliance with agency and donor MEAL requirements.
  • Contribute to simple analysis and reflective discussions on ongoing monitoring data
  • Contribute initial findings and implementation-based insights to project discussions
  • Manages database to ensure accessibility and reliability of information.
  • Shares insights and perspectives based on observations and interactions with community members, colleagues and stakeholders.

Basic Qualifications:

Education and Experience

  • Bachelor’s degree in a directly related field
  • One year of experience working in a related field, ideally with a local or international NGO, case management experience strongly preferred; additional education may substitute for some experience
  • Experience with word processing, data entry into online databases and forms, and working with various office equipment
  • Experience in MS Office package (Excel, Word, PowerPoint) and information management systems; proficient in Word

Required/Desired Foreign Language Excellent command in English and Arabic.

Travel Required Travel required to site visits and training locations within Greater Cairo, estimated at up to 60% during some periods.

Safeguarding Policy

CRS is committed to safeguarding program participants from exploitation and abuse. The successful candidate is expected to attend a safeguarding orientation and then sign and adhere to the CRS Safeguarding Policy and Code of Conduct.

Vaccination Requirement

CRS is committed to the health and safety of all program participants. Staff members must be vaccinated against COVID-19 as of December 1, 2021, or registered in the national registry and awaiting their first appointment. Confirmation of vaccination status will be required to undertake work with CRS after December 1, 2021

Key Working Relationships:

Supervisory: Consultants (Based on need).

Internal: Project Officers, Quality Officer, Administrative Assistant, MEAL Field Officer, MEAL Project Officer, PRM Livelihoods Project Manager, Livelihoods Program Manager, and other programmatic support positions.

External: Local and international organizations, service providers, community leaders, and other local actors.
