Report Line

The Local Monitoring Officer & Evaluation reports to the Monitoring, Evaluation and Technical Management of RET in Venezuela.

The Local Monitoring Officer & Evaluation works in close coordination with the Local Project Coordinator of the local office and the National M&E Officer of RET in Caracas.

Main Location

The position is based in the RET Local Office in the State of Sucre with frequent field missions.

Main responsibilities:

Management, Monitoring and Control:

  • Monitor the progress of key performance indicators monthly and report timely to the M&E Coordination on implementation.
  • Timely report alerts associated with challenges and opportunities in implementation that affect the scope of project indicators and objectives.
  • Monitor the technical relevance of the implementation of the activities of the project(s) at the national level in order to comply with indicators, within the framework of the Monitoring and Evaluation Plans.
  • Implement periodic monitoring and feedback mechanisms for lessons learned and good practices of the project(s).
  • Ensure compliance with standards, transparency, organization and consolidation of the means of implementation and verification of the project/s at the local and national level.
  • Provide key information for management in inter-institutional coordination spaces at the state and national levels.
  • Work in coordination with local teams to guarantee the implementation of the M&E Plan, instruments and information systems.
  • Contribute to periodic reports on the political, socioeconomic, migratory, educational context, mainly, as well as trends in the area of ​​influence of the projects.

Institutional guidelines and standards:

  • Support the development and updating of the institutional instruments of the Monitoring & Evaluation within the established times.
  • Support the design of instruments for tracking, monitoring and implementation of the project, as well as for the collection of information/data.
  • Maintain updated, clear and accessible records of all official documents (project databases, proposals, reports, minutes, means of verification, etc.).
  • Ensure that the necessary support information is found locally in the digital upload folders (clouds).
  • Ensure the quality, transparency and accuracy of the information that is collected and reported from each local office.
  • Support the activities that are considered relevant and required to guarantee the proper implementation of the projects, requested by the M&E Coordination.
  • Participate in periodic monitoring and planning meetings with the M&E Coordination, as well as in others that are called.
  • Deliver in a timely manner based on quality standards the instruments, analysis, reports, etc., according to the planning and established mechanisms.
  • Monitor local strategies and activities aimed at accountability with communities.
  • Support the preparation of documents, infographics, and/or presentations requested.

Reports and means of verification:

  • Lead the organization and updating of the technical verification means according to the M&E Plan and institutional guidelines.
  • Send M&E instruments and verification means in a timely manner, according to established periodic monitoring procedures and mechanisms.
  • Support the national team in creating databases and other instruments for data collection and/or measuring results that respond effectively to the project’s results framework.
  • Support the design of instruments for monitoring, follow-up, as well as for the collection of operational and contextual information/data.
  • Prepare quarterly monitoring reports on the established institutional criteria, and those that are requested.
  • Ensure the quality of monthly reports and periodic reports for the donor.
  • Lead at the local level the closing and presentation of the final report with the respective means of verification under the highest quality standards.
  • Provide guidance and assistance to local technical personnel for the correct implementation of procedures, measurement instruments and means of verification.

Planning and development:

  • Support the project initiation process, planning and monitoring in strict line with their formulation.
  • Carry out or support the requested methodological and information management development.
  • Support the formulation of new proposals that are requested
  • Develop a positive working relationship with other members of the RET team to contribute to teamwork, good communication and the achievement of objectives.
  • Ensure that the donor’s institutional image is in accordance with established guidelines.
  • Work with integrity and in accordance with the fundamental values ​​and principles of RET, ensuring compliance with the provisions of the Code of Conduct, the PSAE and the rest of the Procedures and Policies Manuals of RET and the donors.

Qualifications and Requirements:

  • University Degree in social, economic, statistics or related sciences.
  • Minimum (2) years of verifiable experience in similar functions working with systematization processes, information analysis, monitoring and evaluation of social and/or humanitarian projects. In addition to working with girls, boys, adolescents and young people in vulnerable situations.
  • Demonstrated experience and knowledge, from work experience, in:
  • Project cycle management (social or humanitarian projects).
  • Management and systematization of information.
  • Emergency contexts, positively valuing participation in M&E in projects of this nature.
  • Data analysis, programmatic reporting, strategic planning, internal controls and risk management.
  • Projects with populations in vulnerable situations in the Organization’s own lines of intervention.
  • International cooperation, non-governmental organizations, UN agencies and other international organizations, local and regional governments.
  • Excellent command of Internet-based collaborative tools (Office365, Dropbox, KoBo Toolbox, Google Drive, We-Transfer, Google Calendar, Hitracks or similar) and Microsoft Office (Word, PowerPoint and especially Excel advanced level).
  • Venezuelan nationality or having permission to work in Venezuela (essential).
  • Oral and written fluency in Spanish (English will be considered an advantage).
  • Immediate availability.
  • Results-oriented, with a track record of meeting objectives in a complex environment.
  • Flexibility to manage different tasks effectively and willingness to put in extra hours when necessary.
  • Availability to travel, as needed.
