ROLE PURPOSE:
With a view to advance our key mandate on working with partnerships and accelerate localisation processes in line with Grand Bargain commitments and adhering to CHS principles, role would be instrumental in supporting the required transition efforts in Iraq. Partnership lies at the heart of our theory of change with strong links to country strategic plan (CSP) of SCI in Iraq. Specifically, role would be providing support on the partnership and localisation component on the ongoing projects including initiative on Education in Emergencies (EiE) funded by People’s Postcode Lottery looking at localisation within the coordination mechanism and enhancing the participation of local actors alongside other initiatives as assigned. The role provides key operations support on the ongoing localisation projects including partnership assessments, setting up localised coordination forums, capacity building of partners, field teams and functions and provides stimulus to the ongoing efforts of SCI Iraq on aligning its’s approach towards a more partnership led model. Role holder is expected to coordinate and work across departments on SCI strategic direction and operational mandate to support transformation in the lives of children; supports coordination and participation in relevant localisation forums. The role holder will be required to travel to partner and SCI field offices in Iraq and KRI to provide on-site support and expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY :
Support to strategic initiatives:
Provide support to ensure that the ongoing and potential internal and external strategic initiatives are planned and executed in close consultation with Localisation and Partnerships Specialist, field teams and wider department/functions.
Support processes and outcomes to strengthen the integration of the partnership approach within the internal planning processes such annual plans, CSP, Theory of Change.
Support the process of revisiting the country strategy on partnerships and localisation taking into changing context in Iraq and current discourse/mandate on localisation.
Competency and capacity development:
Support program teams and partners in developing project specific multi stakeholder coordination platforms (Education in Emergencies) with substantial involvement and leadership roles for local actors i.e. contributing to the architecture, ToR, SoPs etc
Support Partnership and Localisation Specialist to Identify and build architecture for fund management to roll out localised funding mechanism on EiE through a multi stakeholder and inclusive platform while working with the project teams, partners and wider functions. i.e. support in development of policy guidelines, operational standards/SoPs, dissemination strategy for fund disbursement mechanism etc.
Support delivery of specific project related capacity building of local partners with an eye for disability and gender within EiE sector
Support teams to devise a mechanism to support local partners in developing a comprehensive competency framework and address range of capacity needs (Institutional and Thematic) that goes beyond project specific requirements and contributes to the overall competency of the partners.
Organise and or facilitate capacity building of partners in line with robust capacity needs analysis and related action plans with a flexibility for partners to prioritise their wider capacity requirements
Support Partnership and Localisation specialist and wider teams on country level initiatives on partnership capacity assessments, capacity building plans and their execution.
Monitoring, Evaluation and Learning:
Track and monitor the capacity building support being provided on EiE initiative alongside MEAL, Partnership and Localisation Specialist and wider teams
Generate periodic project performance reports on partner capacity and capture the changes/learning while working MEAL, communication and advocacy teams
Support dissemination efforts to create a wider perspective on enhanced role of local actors in Education in Emergencies and prioritising their capacity requirements for sustainable outcomes
Support Partnership and Localisation Specialist on country MEAL processes from partnership perspective such as ensuring appropriate feedback modalities are in place such as adhoc and planned partner meetings, consultations with partners on project, country programme priorities and policies, safeguarding risks and developing a mechanism to address these concerns
Networking and People Management
In close consultation with Partnership and Localisation Specialist and other functions, ensure external representation by participation in local coordination forums, technical groups on localisation and partnerships, consortium forums, conferences, workshops etc
Relays key inputs from the forums for strategic uptake at the level of CO and explore potential innovative opportunities
Works closely with PDQ, Awards, Project Manager of PPL project and other team members, Field teams and partners to ensure design, quality delivery and scale up of interventions
In consultation with the Partnership and Localisation specialist facilitates competency and capacity development initiatives required to build internal and external capacities to support transition from a direct delivery to a more partner led approaches

QUALIFICATIONS
* Bachelors degree in relevant field
* 2-3 years work experience of working with INGOs/NGOs and managing local partnerships
EXPERIENCE AND SKILLS
* Carries rich understanding of child rights-based approaches, gender and inclusion with an experience of working with local partners, CBOs, networks etc
* Experience of working with local partners on capacity building initiatives on partnership management for staff members, developing cohesive partnerships for longer term strategic relationship
* Experience in facilitating coordination and learning platforms with substantial participation and leadership of local actors
* Sound understanding of quality and accountability from the perspective of communities and survivor led approaches
* Familiar with working in teams with good inter personal communication skills
* Good communication skills, both oral and written in Arabic and Kurdish. Carries skills of written and spoken English.
* The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
