JOB DESCRIPTION Supports overall logistics operations and oversees the proper implementation of all procurement processes in Palestine. Responsible for ongoing liaison with national municipalities, governmental entities, local partners, and NGOs (local and international). Accountable for the organization and efficient management of project documentation. Supports Palestine Field Office on all logistics and procurement matters, including asset management, contract renewal, maintenance of equipment, warehousing and stock management, and procurement processes. Maximizes efficiency and ensures regular follow-ups ensuring time and cost-effectiveness in all activities. Reports to HQ Logistics and Procurement Manager on all logistics and procurement matters. Supports the implementation of logistics and procurement procedures and policies in Palestine. The following responsibilities and duties:

  1. The Logistics Officer will work under the direct hierarchical supervision of the Country representative and reports
  2. functionally to the Logistics HQ
  3. Responsible For all aspects related to monthly Logistics reporting, the Logistics Officer will report to the logistics department in HQ.
  4. Updating the Projects Procurement Plans on a periodic basis throughout projects implementation to reflect actual project implementation requirements;
  5. Ensure adequate and timely supply chain process, in line with project deadlines, if any
  6. Drafting bid notices and bidding documents for inviting and obtaining bids for goods, works, and services in accordance with the MedGlobal Regulations
  7. maintaining complete procurement documentation for each contract, both in hard copy and in (the MedGlobal System for Tracking Exchanges in Procurement) including bidding documents, advertisements, bids received, bid evaluations, notifications of intention to award, letters of acceptance, contract agreements, securities, related correspondence, etc., in an orderly manner, readily available for audit;
  8. Preparing procurement reports when needed showing the status of ongoing procurement, including a comparison of planned and actual dates of the procurement actions, including preparation of bidding documents, advertising, bidding, evaluation, contract award and completion time for each contract.
  9. Responsible for overseeing market surveys and database of suppliers.
  10. Formulating a plan to purchase the items ordered from the market.
  11. Tracks and updates all logistics and procurement sheets per MG policies and procedures.
  12. Responsible for visibility, printing materials, and media coverage for all projects in Palestine.
  13. Works on MoUs with governmental entities and local partners (other NGOs), and effectively tracks and organizes all project documentation.
  14. Liaises with relevant national and international NGOs and governmental authorities aiming to coordinate among the humanitarian actors to promote joint or collaborative activities.
  15. Obtains visas, permits, security clearances, customs clearances, and official registrations as needed.
  16. Arranges accommodation and transportation for staff members and volunteers.
  17. Develops and fosters relationships with the local communities, ministry of health, and local and international organizations (i.e., OCHA, WHO, UN agencies, Health Cluster, Logistics Cluster, etc.).
  18. Translates follows up and obtains legal administrative documents related to the implementation of programs in collaboration with the Palestine Country Representative and the HQ Office.
  19. Translates any logistics and procurement documents to English, if needed.
  20. Updates the HQ Office with the local security situation on a weekly basis.
  21. Performs other duties as requested by the Palestine Country Representative or the HQ Logistics and ProcurementManager.

Requirements and Skills:

  • Bachelors degree in Business Administration, Finance, Accounting, in supply chain, or any other related field
  • At least 3 years of relevant experience in a similar position from respectable INGOs, other non-profit organizations, or the private sector.
  • Excellent knowledge of technical and operational aspects of procurement implementation.
  • Good knowledge of public procurement procedures.
  • Excellent interpersonal and problem-solving skills, proven track record working with Palestinian suppliers.
  • Strong ability to work independently, organize work, and meet deadlines.
  • Professional attitude, excellent communication, creative and flexible with the ability to work in a team.
  • Excellent computer skills.
  • Ability to work under pressure and meet tight deadlines
  • Excellent spoken and written English and Arabic language skills
