SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, the SI teams – 2,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
JOB DESCRIPTION
Logistics desk Emergencies: The Logistician Desk acts as a logistics referent and supports the installation and development of programs in the countries under his/her responsibility, sometimes playing the role of Logistics Coordinator. He/She provides support to the desk units and control of SOLIDARITES INTERNATIONAL missions. He participates in the activities of the logistics department and takes part in defining the association’s overall logistics strategy, ensuring its effective implementation on missions.
Transverse Projects: For each project of this type, the Logistician Desk Emergency and Transverse Projects must assume the role of logistician with the requesting services at headquarters and in the field.
His role within the desk unit:
- Define, with the logistics coordinators, the logistics strategies of the missions, consistent with the overall logistics strategy of the association and the country strategies
- In conjunction with the geographic manager, participate in the management of mission security: contextual monitoring, validation of security plans and tools, matching of available resources with security plans
- Provide technical support to logistics teams in the field
- Receive and process purchasing files from the field, for purchases made at headquarters and in the field
- Ensure the application of the logistical procedures of Solidarités International and/or donors, at headquarters and in the field
- Supervise the budgetary sizing of projects and the integration of logistical components into project proposals
- Participate in the sizing of logistics teams in the field
- Monitor the logistics indicators (purchasing volumes, financial volumes, equipment renewal) of the missions and produce the analysis elements necessary for monitoring the missions
- Capitalize on mission logistics activity
- Support the ERT logistics coordinator in the monitoring and activity of U stock, in the Paris region
His role within the headquarters logistics department:
- Participate in the logistics programming exercise, as part of the association’s strategy
- Lead and/or participate in cross-functional logistics projects for structuring, creating tools and drafting logistics policies
- Train logisticians who are candidates for departure through PAD (Preparation for Departure).
- Participate in recruiting the pool of logisticians
- Cross-functional projects:
- Participation in drafting project proposals and budgeting for project goods/services
- Guarantee compliance with procedures and contribute to the dissemination of good purchasing practices
- Processing purchase requests (IOF or LINK) or orders from requesting departments at headquarters and in the field
- Research, selection & evaluation of suppliers
- Negotiation with suppliers
- Preparation of calls for tender (from preparation of the file to selection of the supplier) for the framework agreements of the requesting services
- Implementation and deployment of framework contracts, monitoring of implementation and measurement of their use
- Participation in the development and updating of the product catalog of the purchasing information system
- Participation in external audits
YOUR PROFILE
Training:
- Any general training with a strong sensitivity to context analysis is welcome.
Experience :
- At least 3 years of field experience in NGOs, particularly in emergency humanitarian responses, particularly logistics and in coordination positions. Additional experience at the headquarters of an NGO would be an added advantage
- Ability to analyze and organize, manage priorities
- Good information management and communication skills
- Essential computer skills (Office Pack and O365)
- Knowledge and mastery of LINK (appreciated)
- A technical specialization (mechanics, electricity, energy, transport, etc.) and an appetite for IS (LINK) would be an asset
LANGUAGES :
- French, English (very good level, read, spoken and written); Spanish is a plus
IF WILL OFFER YOU THE FOLLOWING CONDITIONS
- Position based at the headquarters of Solidarités International, in Clichy la Garenne (Metro Mairie de Clichy) with field travel
- Fixed-term contract until December 31 – Executive status
- Gross monthly remuneration of: €3,183 or €3,316 depending on the scale in effect at headquarters
- Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face work per month. In accordance with the Teleworking Charter in force and the manager.
- Leave: 2.0833 CP/month and 1 day of RTT/full month of work
- Recovery days and 100% medical coverage during field trips
- Mutual insurance (80%), restaurant tickets (60%), Île de France transport tickets (50%) covered by the association
