Background
FHI 360 is a large, U.S.-based NGO operating in over 60 countries across multiple development sectors, including health, education, livelihoods, peacebuilding, and humanitarian response. FHI 360 has an active emergency nutrition sector led by its senior emergency nutrition adviser. FHI 360 is an active member of the Global Nutrition Cluster, a co-chair of the Infant Feeding in Emergencies Core Group, and a member of the Nutrition Information Working Group.
FHI 360 implements humanitarian programs in Ethiopia, Nigeria, Ukraine, and Yemen, and recently completed projects in Afghanistan, Mozambique, and the Democratic Republic of Congo. We systematically apply an age, gender, and diversity approach in our programs. We target the most vulnerable individuals: women and children, including unaccompanied or separated, elderly persons, persons with disabilities, LGBTQIA+ persons, and internally displaced persons (IDPs). All Crisis Response & Resilience (CRR) programs observe humanitarian and safeguarding principles, including Do No Harm and the survivor-centered approach, as we seek to understand how our actions can affect people’s safety and respect the rights, dignity, and decisions of our program participants.
FHI 360 requires the services of a skilled short-term Logistics and Administrative Consultant to support the refurbishment of the Geneina Teaching Hospital Maternity Ward along with the startup of FHI 360’s operations and presence in country. The position will be based in Geneina, West Darfur, for a 60-day period. Travel, accommodation, and meals & incidentals expenses will be provided to the consultant.
Detailed Description of Tasks to be Performed:
- Support the preparation of the FHI 360 office, guesthouse, and start-up operations in Geneina.
- Establish relationships with relevant authorities particularly the MOH in Geneina to lay foundation for future larger engagements. Conduct frequent meetings with MOH and assist in moving FHI 360’s presence and understanding of requirements forward.
- Gather information on the local processes and requirements for HR, logistics, and procurements in Geneina in coordination with the relevant authorities. Will support in preparing documentation. Consultant will also share a weekly report, detailing their engagement for the week.
- Support the implementation of the renovations and rehabilitations of the Geneina Teaching Hospital Maternity Ward including logistics, local suppliers, procurement, and finance requirements in coordination with the hospital director and MOH and relevant authorities and in line with FHI 360s reporting requirements.
- Other administrative tasks as needed and assigned, to be determined, with deliverables set based on tasksrequested. However, tasks may include sharing requirements on banking, finding suitable office locations, and supporting on other administrative requests that come up.
- Collaborate with the CRR Logistics Specialist in establishing logistics and procurement systems while also coordinating any international shipments.
Location of Work: Geneina, West Darfur
Estimated Level of Effort and Period of Performance: This consultancy is estimated to require 60 days of LOE, with a period of performance from mid-August to early September through mid-to-late October 2024.
Travel: International travel is required to mobilize to Sudan. Danger pay will be provided, based on Department of State Standardized Regulations (DSSR) rates.
Qualifications
- Bachelor’s degree
- At least 10 years’ experience working with an INGO in admin, finance and logistics related roles
- At least five years’ experience working in Sudan in a government relations role
- Fluent English – written and spoken.
- Fluent in Arabic – written and spoken.
